MANILA, Philippines – Pasok sa 11 panukala na idinagdag ng Legislative-Executive Development Advisory Council sa common legislative agenda sa 19th Congress ang excise tax sa single-use plastics at value-added tax sa digital services.
Ayon sa National Economic Development Authority, isinama ng LEDAC, na pinamumunuan ni Pangulong Ferdinand Marcos Jr., ang 11 panukala sa ikatlong meeting ng mga ito sa ilalim ng 19th Congress.
Narito ang karagdagang 11 panukala na nakapasok sa CLA:
Amendments to Government Procurement Reform Act
Excise Tax on Single-Use Plastics
Amendments to the Cooperative Code
Amendments to the Fisheries Code
New Government Auditing Code
VAT on Digital Services
Rationalization of the Mining Fiscal Regime
Philippine Defense Industry Development Act
Philippine Maritime Zones Act
Open Access in Data Transmission Act
Amendments to the Right-of-Way Act
Pito sa 11 panukala ang binanggit ni Marcos na prayoridad sa kanyang ikalawang State of the Nation Address noong Hulyo, ayon sa NEDA.
Kabilang sa pitong panukala ang pag-amyenda sa Government Procurement Reform Act, na ipinresenta ng Department of Budget and Management.
Ang probisyon sa pag-amyenda sa Government Procurement Reform law “aim to further improve and expedite the government’s procurement process, as well as address the procurement challenges experienced on the ground.”
“The timely passage of these priority bills will bring us closer to building a prosperous, inclusive, and resilient society for Filipinos,” pahayag ni NEDA Secretary Arsenio Balisacan.
Kasabay ng LEDAC meeting, sinabi ng NEDA na ipinakilala ng Department of Finance ang panukalang pag-amyenda sa Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act, kabilang ang reporma sa VAT refund system at pagpapalakas ng tax administration at governance provisions.
Nitong Miyerkules, sinabi ng Senado at Kamara na “on-track” ang mga ito sa pagpasa ng 20 priority measures ng Marcos administration.
Para sa Senado, sinabi ni Senate President Juan Miguel Zubiri na nasa kalahati ng 20 priority measures ang inaprubahan na at naghihintay na lamang ng pirma ng Pangulo.
Kabilang sa mga ito ang National Employment Action Plan; LGU Income Classification, Internet Transaction Act, BOT/PPP Act, Salt Development Industry Act, Ease of Paying Taxes, Real Property Evaluation and Assessment Reform Act, Magna Carta for Seafarers, at Anti-Agricultural Smuggling Act.
Ang ilan pa sa mga panukalang pasok sa priority list ay ang Waste-to-Energy Bill, National Disease Prevention Management Authority, Amendments to the Banking Act or the Fund Secrecy Law, Medical Reserve Corps, Virology Institute of the Philippines, E-Governance Act, New Philippine Passport Act, the National Government Rightsizing Act, the National Scamming Act, the National Citizens Service Training Program Act at Military and Uniformed Personnel Pension System Act.
Sinabi rin ni Zubiri na kasama sa priority measures na ipapasa sa Disyembre ang General Appropriations Act.
Para naman sa Kamara, sinabi ni Speaker Ferdinand Martin Romualdez na 18 sa 20 priority legislations ang inaprubahan na ng Mababang Kapulungan ng Kongreso.
Sa ilalim ng Republic Act No. 7640, ang LEDAC ay nagsisilbing consultative at advisory body sa Pangulo sa mga programa at polisiya na mahalaga para maabot ang target ng bansa at ekonomiya nito. RNT/JGC
