MANILA, Philippines – Nasa 10% hanggang 50% ang harvest losses na nawawala sa mga magsasaka dahil sa kawalan ng post harvest facilities, ayon kay Davao City Rep Paolo Duterte.
Bunga nito, inihain ni Duterte ang House Bill 7711 na naglalayong magtayo ng post harvest facilities sa bawat palay-producing city o municipality sa bansa sa hangarin na mapataas ang kita ng mga magsasaka at mapababa ang presyo ng bigas.
“While the government is focused on intervention programs to boost rice production, the impact of these initiatives will significantly be lessened if rice-producing areas lack the facilities they badly need to reduce post-production losses,” paliwanag ni Duterte.
Ayon kay Duterte, sa panahon ng anihan ay maraming ani ang naaksaya dahil walang mga warehouse na paglalagyan ng mga aning palay, ang resulta ay nasisira ito at naaksaya.
Tinukoy ni Duterte ang pag aaral na ginawa ng Philippine Center for Postharvest Development and Mechanization (Philmech), attached agency ng Department of Agriculture (DA) na nagsabing ang postharvest losses sa bansa ay nasa 10 hanggang 50 percent ng production output, ibig sabhin ang dapat ani ng bigas at gulay na maaari sanang ibenta at pakinabangan ng publiko ay naaksaya lamang.
“Equally focusing on preventing postharvest losses would not only turn this wastage into higher profits for our farmers, but would also help bring down prices of locally produced rice,” giit ni Duterte.
“Cutting post-harvest wastage by even 1 percent through the construction of basic facilities like rice mills and warehouses, could significantly boost local production and raise the incomes of our palay farmers,” dagdag pa niya.
Sa oras na maipasa ang HB 7711 ay maaring mahimok ang private sector na mag-invest sa modern storage solutions at new technologies para matiyak na protektado ang ani.
Sa ilalim ng panukala ay aatasan ang DA, Department of Agrarian Reform (DAR) at Department of Public Works and Highways (DPWH) na kunsuktahin ang mga farmers’ cooperatives para sa pagtatayo ng post harvest facilities, hindi lamang ito nakasentro sa warehouse bagkus maging sa transport facilities upang maging mabilis ang pagbyahe ng mga ani patungo sa ibat ibang bahagi ng bansa.
Sa inisyal na operasyon ay P1B ang ilalaang pondo para sa postharvest program at pagkaraan nito ay isasama na sa General Appropriations Act. Gail Mendoza
