MANILA, Philippines – NILINAW ni Manila 3rd district Congressman Joel Chua, vice Chairman ng House Committee on Metro Manila Development (CMMD) na ang rekomendasyon ng komite na huwag ng mapabilang ang Move It sa pilot program ng pamahalaan para sa motorcycle taxi ay dahil sa umano’y “non-compliance with proper procedures” ng Grab sa pagpasok sa industriya.
Dagdag pa ng solon na ang hakbang ay upang matiyak ang patas na kompetisyon sa mga operator ng MC taxi.
“The CMMD fully supports fair competition within the motorcycle taxi industry. In pursuit of fairness, we conducted a thorough investigation into Grab’s alleged back-door entry into the motorcycle taxi pilot program. This involved Grab’s acquisition of 99 percent of Move It’s business operations,” ani Chua.
Idinagdag ni Chua na natuklasan sa isinagawang imbestigasyon ang maraming pagkakataon ng hindi pagsunod sa mga wastong pamamaraan at ang pag-iwas sa mga regulasyon ng gobyerno na kinabibilangan ng umano’y tahasang pagbalewala sa desisyon ng Department of Transportation Technical Working Group (DOTr TWG) noong Setyembre 2021, na nagbabawal sa anumang pakikipagtulungan sa pagitan ng Grab at Move It.
Nabatid kay Chua na batay sa rekord, nagpapahiwatig na ang Grab ay dati nang naghahangad na maisama sa MC taxi pilot study ngunit binawi ang kanilang aplikasyon upang sa huli ay gumawa ng isa pang pagtatangka sa pamamagitan ng pakikipagsosyo sa Move It, sa kabila ng malinaw na pagtanggi ng DOTr-TWG sa collaboration nito.
Dagdag pa ni Chua na ang pagbili ng Grab sa Move It “technically” ay ipinosisyon ang kumpanya bilang “as a de facto fourth player.”
“Grab also defied the DOTr-TWG directive, which specified that Grab could only enter the motorcycle taxi industry after the MC Taxi law had been passed,” aniya pa.
Bunsod ng mga pangamba ng ilang riders ukol sa kanilang trabaho, isang kilos-protesta ang ikinasa ng United Motorcycle Taxi Community (UMTC) at iginiit na sa tinatakbo ng ekonomiya ng bansa, na mas kailangan ang job generators kaysa sa “job killers.”
“Why is Congressman Valeriano killing jobs? Life is hard. Everything is expensive. We have families we need to take care of. If Move It is shut down and we lose our jobs, how will we feed them?” ani UMTC representative Romeo Maglunsod.
Sa isa namang pahayag, sinabi ni Chua na kinikilala ng CMMD ang paghihirap na kinakaharap ng Move It riders ngunit dapat sumunod ang Grab sa due process kung nais nilang maging bahagi ng MC taxi program ng bansa.
“Our actions are driven by the goal of legislation. As Grab’s acquisition of Move It did not comply with the necessary rules to be included in the motorcycle pilot study. Move It should not be considered one of the players,” giit ni Chua.
“Multiple reports of surge charging outside of rush hours were also flagged, violating LTFRB’s fare matrix guidelines, despite Grab’s claims of compliance,” dagdag pa ng solon.
“The CMMD’s recent decision should serve as “a firm reminder” to Grab that circumventing the country’s established rules and regulations is not acceptable and they must be held accountable for their actions,” ayon pa kay Chua.
Sa kabilang banda, iginigiit naman ng Grab at Move It na ang huli ay patatakbuhin ang kanilang operasyon nang independyente. Nauna na ring sinabi ni Transportation chief Jaime Bautista na hindi na kailangang imbestigahan ang nasabing transaksyon. RNT
