Senate probe, ikinasa ni Hontiveros sa pagkamatay ni Jemboy

MANILA, Philippines – Naghain si Senador Risa Hontiveros ng isang resolusyon upang paiimbestigahan ang pagkapatay kay Jerhode “Jemboy” Baltazar ng pulis na miyembro ng Navotas Police Station dahil sa “mistaken identity.”

Inihain ni Hontiveros ang Senate Resolution No. 742 kasabay nang pagdiriwang ng pagpaslang naman kay Kian Delos Santos ng Caloocan City Police noong kasagsagan ng drug war ng dating administrasyong Duterte sa pamumuno ni dating PNP chief, ngayon Senador Ronaldo “Bato” Dela Rosa.

Walang patumanggang pinatay ng tatlong miyembro ng Caloocan City Police si Delos Santos kahit nagmamakaawa itong “huwag siyang patayin” dahil may exam pa siya kinabukasan.

Sa naturang resolusyon, hiniling din ni Hontiveros sa Senado na suriin nang mabuti ang patuloy na paggamit ng sobra at nakamamatay na puwersa ng Philippine National Police (PNP) sa anti-crime operations.

Itinala ni Hontiveros sa resolusyon na pinatay ng pulis ang kanilang body-worn camera upang walang makitang ebidensiya ng pag-atake. Isang dismissal order din ang ipinalabas laban sa mga pulis na sangkot sa kaso.

Ayon kay Hontiveros, kialangan maimbestigahan kung bakit iniutos ni Navotas City Police Chief Col. Allan Umipig ang pagbura ng pangalan ng 11 police officers sa police report sa pagpatay kay Baltazar.

“The police officers involved are currently facing criminal charges only for reckless imprudence resulting in homicide, while the Navotas City Police Chief is facing only administrative charges for dishonesty,” giit ni Hontiveros.

“These circumstances cast serious doubt on the transparency of the PNP and its capacity to exact accountability and seek justice against its own members,” dagdag ng senador.

Sa hiwalay na pahayag, malugod na tinanggap ni Hontiveros ang desisyon ng PNP-IAS (Internal Affairs Service) na maghain ng administrative charges laban kay Umipig saka ito sinibak sa puwesto.

“However, while this is a first step towards accountability, relief from position is not justice. It is appalling that at least 11 police officers did an overkill shooting of one 17-year old boy. Is it standard procedure for police officers to shoot on sight and not even attempt arrest?” ani Hontiveros.

“I urge the Ombudsman and Department of Justice (DOJ) to further investigate the Navotas police chief and police officers for obstruction of justice after it was discovered they had altered the report on Baltazar’s death to remove the names of the 11 officers,” dagdag niya.

“Beyond this specific case, the Senate should consider investigating if similar tactics have been used in other police operations. In addition to the Supreme Court’s rules requiring police body cams, we will also explore the possibility of legislation which will penalize police officers who fail to turn on their body cams during operations,” ayon pa kay Hontiveros.

“Today, on the death anniversary of Kian delos Santos, we are reminded of the urgent action we need to take on for the many young lives we’ve lost to trigger-happy and cruel cops,” paliwanag pa niya. Ernie Reyes
