MANILA, Philippines- Ipagpapatuloy ng Association of Southeast Asian Nations (ASEAN) at China ang negosasyon para sa Code of Conduct (COC) sa South China Sea sa Manila sa August 22-24.
Nitong nakaraang buwan, sinabi ni Foreign Affairs Secretary Enrique Manalo na inaasahan niyang magkakaroon ng epektibong COC.
Sa ASEAN Foreign Ministers’ Meeting sa Jakarta, Indonesia, ini-adopt ang “Guidelines to Accelerate Negotiations for the Code of Conduct in the South China Sea” na naglalayong pabilisin ang resolusyon.
Sinabi ni maritime law expert Jay Batongbacal sa isang forum na inorganisa ng Foreign Correspondents Association of the Philippines (FOCAP) nitong Miyerkules na bagama’t wlaang ibang alternatibo para sa ASEAN bukod sa pakikilahok sa China sa COC talks, mayroon umanong opsyon ang pilipinas na huwag dumalo rito.
“For ASEAN as a whole that’s the only game in town on this issue, but I am putting that suggestion out there. It’s a way of calling their attention to take this process seriously,” pahayag ni Batongbacal.
“In any negotiating situation when you arrive at a deadlock, walking away is always a valid option. It gives time for people to think, reconsider,” dagdag niya.
Sinabi ng maritime expert na patuloy ang COC negotiations at tila nakakulong ang ASEAN sa ideyang dapat lamang mag-usap ang mga bansa.
Samantala, nagbabala si security analyst Ray Powell sa Pilipinas at ASEAN sa posibleng “weaker code.”
“If China succeeds in getting a weaker COC, then China will say UNCLOS (United Nations Convention on the Law of the Sea) and arbitral tribunal will no longer apply to the South China Sea and outside powers have nothing to say about this,” ani Powell sa parehong forum.
Samantala, sinabi ni Philippine-China relations expert Rommel Banlaoi na bagama’t walang pumipigil sa Pilipinas na hindi sumipot sa COC negotiations, dapat umanong maging handa ang Manila sa epekto nito.
“If the Philippines will unilaterally opt out of COC negotiations, it will be isolated [from] the rest of ASEAN. There is nothing preventing the Philippines [from having] bilateral negotiations for a bilateral code of conduct with China,” pahayag niya.
“Let us not lose patience,” dagdag ng eksperto. Sinabi ni Banlaoi na maaaring magsagawa ang mga partido sa ng “cooperative activities” hindi lamang sa China kundi maging sa ibang partido. RNT/SA
