Isang panukala para sa paglalatag ng framework para sa pagsasagawa at regulasyon ng bansa para sa Assisted Reproductive Technology (ART) and Surrogacy procedures ang inihain sa Kamara.
Ang House Bill 8301 ay inihain ni Zamboanga City Rep. Khymer Adan Olasco kasunud na rin ng naging pag aaral ng World Health Organization (WHO) na 1 sa bawat 10 mag-asawa sa buong mundo ang hirap na magkanaak kaya naman malaking tulong kung mayroon ganitong procedure ang Pilipinas.
Sinabi ni Olasco na noong 2010 ay nagpalabas ang Department of Health ng guidelines para sa ART Clinics na nagbibigay ng counselling at support services subalit wala pang comprehensive legal framework ang bansa para sa ART at surrogacy.
“infertility affects a significant portion of the Filipino population, and ART and surrogacy can provide hope for couples who are struggling to conceive. However, the lack of regulation for surrogacy and the ban on reproductive cell donation in the Philippines pose potential ethical and legal challenges”paliwanag ni Olasco.
Sa oras na maisabatas ang panukala ay magkaroon ng regulasyon at guidelines para sa ART at surrogacy at legal na kikilalanin ng bansa ang reproductive rights ng mag-asawa na nais gumamit ng ganitong procedure.
“should this bill becomes law, individuals can have the option to receive ART or surrogacy services within the country without the risks of traveling abroad”pagtatapos pa ng mambabatas.
