Tatak Pinoy bill para sa global competitiveness, ikinasa sa Senado

AMNILA, Philippines- Inihain ni Senador Sonny Angara ang isang panukalang batas upang mapalakas ang produktong Filipino sa pamamagitan ng Tatak Pinoy Bll upang makipagkumpetensiya sa pandaigdigang pamilihan.

Sinabi ni Angara sa paghahain ng Senate Bill No 2281 o ang Tatak Pinoy (Proud Pinoy Strategy), na kailangan magkaroon ng malalas na public-private collaboration upang matiyak ang sustnableng paglago at maging competitive ang bansa sa buong mundo.

“It is high time that the entire country works together to bring the Philippines closer to the ranks of the world’s most vibrant economies by improving and diversifying the goods it produces,” ayon kay Angara.

Sinabi ni Angara, chairman ng Senate committee on finance, na matapos ang ilang taong multi-sectoral consultations sa pribado at pampublikong sektor, kailangan magkaron ng pambansang pagkilos na makamit ang kaunlaran sa ekonomiya at kasagahan ng ating bansa, kung makakamit natin ang layunin na 6.5 hanggang 8% growth rate mua sa 2024 hanggang 2028 na nakapaloob sa Philippine Development Plan at mapanatili ito sa mga susunod na taon.

Dahil dito, inihain ni Angara ang isang roadmap na nagdadala ng naturang layunin sa pamamagitan ng Senate Bill No. 2218, na nagsasabing kailangan magsagawa ng “formulation, financing, implementation, monitoring, and evaluation of a comprehensive and multi-year Tatak Pinoy (Proudly Filipino) strategy.”

“Dubbed as the Tatak Pinoy Act, SBN 2218 would require the government agencies to collaborate with the private sector to ensure that all the strategies and interventions introduced would be focused on the expansion and diversification of the productive capabilities of local enterprises,” paliwanag ni Angara.

“We dubbed this advocacy Tatak Pinoy or Proudly Filipino because we believe that the results it seeks to achieve—namely world-beating Filipino enterprises selling globally competitive products and services to the rest of the world—are things that the country as a whole can and should be proud of,” giit ni Angara sa paghahain ng panukala.

Nagsimula ang adbokasiya ni Angara sa Tatak Pinoy noong 2019, kaya nakapaghain na ito ng ilang panukalang batas at naisama ang pangunahing inisyatiba sa General Appropriations Acts, bukod sa pagsasagawa ng konsultasyon sa industry associations, experts mula sa academe, local government units at iba’t ibang ahensiya ng pamahalaan bilang suporta sa obhektibo na palakasin ang kapasidad ng lokal na industriya at lumikha ng mas marami at mataas na sahod para sa ating mamamayan.

Aniya: “These include the institutionalization of the Shared Service Facilities program of the Department of Trade and Industry; National Quality Infrastructure; Poverty Reduction Through Social Enterprises Act; giving preference to domestic manufacturers/suppliers in the procurement of goods by the government; the Innovation Fund; and research and development for agriculture.”

“While these measures will help address our economy’s bottlenecks, more fundamental and comprehensive changes are needed to really prop up our local industries, enable them to produce more diverse and sophisticated products and services, and systematically expand and diversify the productive capabilities of the economy as a whole,” ayon kay Angara.

Ipinaliwanag pa ni Angara na nag-uumapaw ang kasanayan, technical knowhow at pagkamalikhain ng mga Filipino na maaaring gamitin upang makalikha ng sopistikado at globally competitive products.

Mayroong planta sa Pilipinas ang malalaking kompanya sa buong mundo, kabilang ang Collins Aerospace, isang global supplier ng aerospace at defense products, at Dyson, na nagmamanupaktura ng innovative household appliances, isang testament na nagtitiwala ang mga kompanyang ito sa kakayahan at kapalidad ng Filipino workforce.

Sa kanyang pakikipagkonsultasyon sa kinatawan ng industriya, palaging itinatanong ni Angara kung paano makatutulong ang gobyerno upang maging competitive sila.

Bilang chairman ng Senate Committee on Finance, naghain ng ilang inisyatiba si Angara sa national budget bilang tugon sa pangangaialngan ng private sector at suportahan ang pagpapaunlad ng local industries sa kabuuan.

“Kung may kakayahan ang Pilipino na gumawa ng ibat-ibang piyesa ng produkto tulad ng eroplano at kotse, bakit hindi natin hangarin na makabuo din ng ating sariling mga sasakyan na ito na maaaring i-export at makapag-likha ng mas marami pang de kalidad na trabaho dito sa bansa? Ito ang hangarin ng isinusulong natin na Tatak Pinoy,” ayon kay Angara.

“Under the bill, a Tatak Pinoy Strategy (TPS) will be formulated, financed, implemented, monitored, evaluated, and continuously improved upon by a Tatak Pinoy Council that will be headed by the Socioeconomic Planning Secretary as Chair and the Secretaries of Trade and Industry and Finance as vice-Chairs,” ayon sa panukala.

Oorganisahin ang TPS sa pamaamagitan ng ilang hjalige tulad ng manpower, infrastructure, technology and innovation, investments, at public fiscal management at government procurement.

“The data shows that countries that are able to produce and trade a diverse array of complex and uncommon products are more competitive and prosperous compared to those that are limited to simple and ubiquitous goods. By aiming to be competent in producing and offering complex or sophisticated products and services, a country empowers itself to branch out into other forms of complex production and economic activity, thereby jumpstarting a virtuous cycle where high-paying, good jobs are generated,” ayon kay Angara.

“Our goal is to make Philippine-made products and services known around the world as top notch, innovative and distinct. Mahalaga na dumating ang panahon na mas marami pang mga nililikha natin ay masasabi natin na tunay na proudly made in the Philippines,” dagdag niya.
