MANILA, Philippines – Inihain sa Kamara ang panukala na magbabawal sa TikTok at iba pang “foreign adversary-controlled” social platforms sa Pilipinas.
Ayon kay Manila 6th District Rep. Bienvenido Abante Jr. nitong Sabado, Mayo 25, ito ay upang protektahan ang mga Filipino laban sa malisyosong kampanya ng mga naturang app.
“With the rising tension between China and the Philippines, the government must take positive preemptive action to ensure that we protect our citizens from manipulation and misinformation campaigns using social media – from any foreign adversary country,” ani Abante.
Inihain ng mambabatas ang House Bill 10489 nitong Huwebes na naglalayong magkaroon ng regulasyon sa mga website, desktop at mobile applications na kontrolado ng “foreign adversaries” sa bansa.
Sa ilalim ng panukala, ang Pangulo ng bansa ang tutukoy ng foreign adversaries, o mayroong adverse interests sa bansa o nagdudulot ng banta sa national security at territory.
“The proposed bill regulates conduct rather than targeting the content of speech. The provisions in this proposed bill focus on national security threats and an application’s ownership by a foreign adversary,” dagdag ni Abante.
Idinagdag pa ng mambabatas na isa sa mga dahilan kung bakit niya inihain ang panukala ay upang iwasan din ang mga ito sa pagkolekta ng impormasyon mula sa Filipino users at protektahan ang komunikasyon ng bansa.
“The primary reason why I am proposing this bill is for our country to be watchful of foreign adversary countries infiltrating our communication infrastructure and making a mockery of our cybersecurity and intelligence,” pagpapatuloy ni Abante.
“We need to take a preemptive action to prevent the clear and present danger of foreign adversary-controlled companies operating in the Philippines with the purpose and capability of harvesting data from unsuspecting subscribers,” dagdag niya. RNT/JGC
