MANILA, Philippines – Dapat makipagtulungan ang Pilipinas sa ilang international experts sa pangangalap ng ebidensiya upang mapatunayan ang pagwasak ng coral reefs ng China sa loob mismo ng exclusive economic zone ng Pilipinas sa West Philippine Sea, ayon kay Senado Francis Tolentino.
Bahagi ang naturang aktibidad sa posibleng reclamation project ng China sa pagtatayo ng artificial island sa lugar tulad nang nangyari sa nakaraang administrasyong Duterte.
“I think a multilateral approach to having the science here involved would probably help us too, it’s not just our own scientific evaluation but there has got to be an international sampling and validation of whether there really was discoloration, damage, the reefs were pulverized,” ayon kay Tolentino.
Partikular na tinukoy ni Tolentino ang expertise ng United Nations, private at public groups at unibersidad sa pagsasagawa ng research sa lugar.
Naunang pinabulaanan ni Chinese Foreign Ministry Spokesperson Mao Ning na responsible ang Beijing sa environmental damage sa Rozul Reef sa West Philippine Sea dahil walang factual basis.
Pero, sinabi ni Tolentino na gusto lamang ilayo ng China ang isyu kahit maraming ebidensiya na nagpapakita ng pagwasak na ginawa ng Beijing sa Rozul Reef at Escoda Shoal na pawang man-made.
“Sila lang naman ‘yung nandoon because of their swarming activities, ito ‘yung nagdulot discoloration, pulverized corals so these are man-made activities and intervention,” aniya.
Kabilang sa puwedeng gawin ng Pilpinas ang paghahain ng kaso sa Permanent Court of Arbitration o sa International Court of Justice, pero pinakamahusay na lugar ang International Tribunal for the Law of the Sea (ITLOS).
Aniya, mahirap impluwensiyahan ang 21 miyembro ng ITLOS na may sapat na ebidensiya sa paghawak ng katulad ng kaso.
Dapat, aniya, maghain ang Maynila ng kaso laban sa Beijing bago humingi ng danyos sa pagsira ng coral reefs mismo sa loob ng ating teritoryo.
