MANILA, Philippines – Nakatakdang bumisita sa Piliponas ang United Nations (UN) special rapporteur, inihayag ng Department of Justice nitong Linggo, Pebrero 5.
Sa pahayag, sinabi ng DOJ na mismong si Justice Secretary Jesus Crispin Remulla ang nag-imbita kay forensic expert at UN Special Rapporteur on extra-judicial summary or arbitrary executions Morris Tidball-Binz, na bibisita sa bansa mula Pebrero 6 hanggang 9.
Sa kabila nito, nilinaw naman ng DOJ na ang pagpunta ni Tidball-Binz sa bansa ay hindi bilang isang special rapporteur sa EJK, kundi isang “expert in the field of forensic pathology.”
“I invited Dr. Tidball-Binz because his work speaks for itself. His missions and projects had an immeasurable impact on the countries he has helped. He has provided closure for families and victims of extrajudicial killings and enforced disappearances. We are hoping for the same when he visits the Philippines,” ani Remulla.
Sinabi rin ng DOJ na inimbitahan ni Remulla si Tidball-Binz nang magpunta ito sa Geneva, Switzerland noong Nobyembre para sa Universal Peer Review.
Ayon sa Office of the UN High Commissioner for Human Rights, si Tidball-Binz ay pinangalanang special rapporteur noong Abril 2021 April 2021, matapos makapaglingkod sa iba’t ibang regional at global human rights programs para sa Amnesty International, Inter-American Institute of Human Rights, Penal Reform International, at International Service for Human Rights.
“He is coming in his capacity as an expert in the field to help capacitate our current doctors. We need more capable doctors in our country to assist our law enforcement agencies in their work. This is an enormous step towards that goal,” paliwanag ni Remulla. RNT/JGC
