MANILA, Philippines- Babalik ang forensic expert at United Nations (UN) special rapporteur na si Morris Tidball-Binz sa bansa ngayong taon para sanayin ang mga Pilipinong doktor at mga prosecutor kung paano ang tamang wastong imbestigasyon sa kahina-hinalang pagkamatay, ayon kay Justice Secretary Jesus Crispin Remulla.
Dumalaw sa bansa si Tidball-Binz mula Pebrero 7 hanggang 9, bilang pagpapaunlak sa imbitasyon ni Remulla.
Inimbitahan siya bilang forensic expert oara tumulong sa “capacity-building” efforts ng Department of Justice (DOJ).
Bukod sa pakikipagpulong sa DOJ officials, nakipagkita rin si Tidball-Binz sa local experts at human rights defenders.
Sa serye ng tweet nitonf Sabado, ibinahagi ni forensic pathologist Dr. Raquel Fortunang ilang larawan ng kanyang February 8 meeting sa UN special rapporter kasama ang iba pang international experts sa kanyang opisina sa University of the Philippines College of Medicine, kung saan pinuno siya ng Department of Pathology.
Kabilang sa mga eksperto sina Atty. Kingsley Abbott ng International Commission of Jurists, Dr. Stephen Cordner, professor emeritus sa Department of Forensic Medicine sa Monash University, Rafael Baretto mula sa United Nations Office of Drugs and Crime at Signe Elneff Poulsen na senior human rights adviser sa UN Resident Coordinator’s Office.
“Showed them the department, where the training classes can be held. UPCM Dean Charlotte Chiong was there with me,” mensahe niya.
“They’re planning on holding a course to promote the Minnesota protocol on investigations,” dagdag ni Fortun.
Ang Minnesota Protocol ay set ng international guidelines para sa imbestigasyon ng “potentially unlawful deaths” na ikinasa noong 2016 bilang update sa 1991 UN Manual on the Effective Prevention of Extra-legal, Arbitrary and Summary Executions.
“A suspicious death occurring anywhere in the world is potentially a violation of the right to life, often described as the supreme human right, and therefore a prompt, impartial and effective investigation is key to ensuring that a culture of accountability — rather than impunity — prevails,” ani dating UN High Commissioner for Human Rights Zeid Ra’ad Al Hussein.
“It felt a tad less lonely (and scary). Thank you for coming,” pahayag ni Fortun. “And there are people outside who care.”
Halos 35 medical doctors at prosecutors ang inaasahang lalahok sa pagsasanay ni Tidball-Binz, sa loob ng 14 hanggang 21, na gaganapin nang dalawang beses ngayong 2023, base kay Remulla.
