MANILA, Philippines – Naghain ng panukala si Senador Robin Padilla na naglalayong magbawal sa political dynasties sa Pilipinas.
Layon ng Senate Bill 2730 na lumikha ng batas na magpapatupad sa anti-dynasty provision ng 1987 Constitution.
“Looking at the political, social, and economic impact of political dynasties, it is undeniable that the framers of our Constitution missed the opportunity to define it and embody the same in our Constitution. To merely state our policy against political dynasties and leave it to Congress to pass an enacting law to breathe life into it is futile since members of the Legislature come from political dynasties,” sinabi ni Padilla sa paghahain ng panukala nitong Lunes, Hulyo 15.
“Given that this measure complies with the legislature’s mandate to enact an anti-political dynasty law and is a step towards leveling the playing field in politics and governance, the passage thereof is earnestly sought,” dagdag pa niya.
Iginiit ni Padilla ang panawagan “stop the monopoly of political power” na nananatili, at panahon na umano “to break the barriers preventing the best and the brightest from serving the Filipino people.”
Sa ilalim ng panukala, hindi papayagan na umupo o tumakbo sa pampublikong opisina sa kaparehong lungsod, probinsya o party list sa kaparehong halalan ang asawa o taong may kaugnayan sa fourth degree of consanguinity o affinity, lehitimo man o illegitimate, full o half blood.
Kung ang constituency ng incumbent elective official ay “national in character,” sinasabi ng panukala na madidiskwalipika ito sa pagtakbo sa kaparehong probinsya.
“In all cases, no person who has a political dynasty relationship to the incumbent shall immediately succeed to the position of the latter,” saad sa panukala.
Itinatakda rin sa SB 2730 ang paghahain ng sworn statement sa Commission on Elections na nagsasabing ang kandidato ay walang political dynasty relationship sa sinumang incumbent public official.
Sinasabi rin sa panukala na ang kandidato ay maaaring maharap sa petition for disqualification sa Comelec sa grounds ng political dynasty.
“Political dynasties, in effect, have exhausted resources to attain economic and political dominance while at the same time compromising political competition and undermining accountability,” ayon kay Padilla. RNT/JGC
