MANILA, Philippines – Ikinokonsidera ng Indonesia na ilipat sa kulungan dito sa Pilipinas si Mary Jane Veloso, sinabi ng legal and human rights ministry ng Jakarta.
Nag-signal na rin ang Jakarta na papayagan nito ang Pilipinas na gumawa ng desisyon kaugnay sa posibleng clemency sa oras na mailipat na si Veloso.
Ito ang inanunsyo matapos ang pagbisita ni Philippine Ambassador to Indonesia Gina Alagon Jamoralin sa Coordinating Ministry for Legal, Human Rights, Immigration, and Correction sa Indonesia noong Lunes.
Pinag-usapan ang tungkol sa bilateral cooperation, kabilang ang status ni Veloso na matatandaang sumalang sa death row noong 2014.
Ani Indonesian Minister Yusril Ihza Mahendra, gumagawa na ng draft ang ministry sa polisiya sa paglilipat ng dayuhang bilanggo, kabilang si Veloso “in line with requests from the inmate’s home country.”
Ikinokonsidera ng Indonesian government ang dalawang mekanismo para ipatupad ang paglilipat ni Veloso. Una ay sa pamamagitan ng direktang negosasyon sa pagitan ng Jakarta at Manila, o sa paglikha ng official Indonesian policy sa paglilipat ng bilanggo.
“We are formulating a policy to resolve the issue of foreign prisoners in our country, either through bilateral negotiations or by devising a policy related to what is referred to in English as the transfer of prisoner.”
Bagama’t nirerespeto ng Indonesia ang hiling ng Pilipinas na ilipat si Veloso sa kulungan dito sa bansa, sinabi ng coordinating ministry na maninindigan pa rin it sa legal sovereignty ng Indonesia habang ikinokonsidera ang posibilidad ng kanyang paglilipat.
“If the request is granted, Mary Jane Veloso will continue to serve her remaining sentence in the Philippines, subject to the conditions determined by the Indonesian court’s ruling,” saad sa press release ng Indonesian coordinating ministry.
“In accordance with this policy, the Philippines is also expected to recognize this decision and enforce the sentence as determined in Indonesia,” dagdag pa.
Ayon sa ministry, ang polisiya ay bahagi ng “reciprocal cooperation” sa pagitan ng Manila at Jakarta para palakasin ang law enforcement nito.
“The Philippine Government is obligated to acknowledge and respect the legal process regarding Mary Jane, including the verdict issued by the Indonesian court. Our nation’s sovereignty in prosecuting crimes committed by foreign nationals must be fully respected.” RNT/JGC
