Sinabi ni PNP Chief of the Directorial Staff Lt. Gen. Edgar Alan Okubo, pinuno ng komite, na nagbago na ang crime landscape– nagiging transnational, financially motivated, at technology-enabled.

“Criminals now exploit different tools, encrypted platforms, and even cryptocurrency to evade detection and justice. In response, our institutions must be agile, technology-driven, and intelligence-led,” wika ni Okubo.

Tinaguriang Joint Anti-Kidnapping Action Committee (JAKAC), kabilang sa mga miyembro nito ang Department of the Interior and Local Government, Department of Justice, Armed Forces of the Philippines, National Bureau of Investigation, National Security Council, Presidential Anti-Organized Crime Commission, at National Intelligence Coordinating Agency.

Gayundin, kasama sa mga miyembro nito ang Bureau of Immigration, Philippine Center on Transnational Crime, Association of Southeast Asian Nations National Police, Anti-Money Laundering Council (AMLC), Philippine Amusement and Gaming Corporation, Department of Information and Communications Technology, at Cybercrime Investigation and Coordination Center.

Nakipagtulungan din ang komite sa private organizations, kabilang ang Federation of Philippine Chinese Chamber of Commerce and Industry Inc., Volunteers Against Crime and Corruption, Movement for the Restoration of Peace and Order, Bankers Association of the Philippines, at Makati Business Club.

“Gusto naming lahat ng mga agencies involved dito – from NBI to DOJ to AMLC – kasi ito na ’yong pattern ng kidnapping ngayon eh. Dati, you just kidnap locally,” pahayag ni PNP Chief Gen. Rommel Francisco Marbil.

“Ngayon, ang nagki-kidnap syndicate na. It’s a huge syndicate, nagma-money laundering na,” dagdag niya. RNT/SA
