MANILA, Philippines – Pipilitin ng liderato ng Mababang Kapulungan ng Kongreso na maisakatuparan ng administrasyong Marcos ang layunin nitong ibaba ang presyo ng bigas sa ₱20 kada kilo.
Ayon kay House Speaker Martin Romualdez, pangunahing adyenda ng Kamara sa pagbubukas ng Ika-20 Kongreso ang maisama sa prayoridad na mga panukala ang pagtiyak sa abot-kayang presyo ng bigas para sa lahat.
“These are not just bills — they are blueprints for lasting change. I will personally sponsor these measures to institutionalize President Marcos’ vision of affordable rice for all and stronger support for our farmers,” giit ni Romualdez.
Sa pakikipagpulong nina Romualdez kina Agriculture Secretary Francisco “Kiko” Tiu Laurel Jr. at Undersecretary/Chief of Staff Alvin John Balagbag, ipinahayag niya ang personal na pagsuporta sa mga priority reform bills ng Department of Agriculture (DA), na aniya’y nakapaloob sa pangunang listahan ng legislative agenda ng Ika-20 Kongreso.
Inilahad ng DA sa mga mambabatas ang mga sumusunod na panukalang batas na makatutulong upang tuluyang mapababa ang presyo ng bigas:
-Amendments to the Rice Tariffication Law (RTL) – pagbabalik ng mahahalagang regulatory powers sa National Food Authority (NFA) upang mapatatag ang presyo at maprotektahan ang lokal na produksyon;
-Livestock Development and Competitiveness Act;
-Philippine Corn Industry Development Act;
-Onion Research Center Act;
-Amendments to R.A. No. 7308 o ang Seed Industry Development Act of 1992;
-Amendments to the Local Government Code upang palakasin ang agricultural extension services sa antas ng LGU.
“These measures are critical to transforming our food system — from farm to market — and making sure no Filipino is left hungry or helpless in the face of price shocks. Legislation is the strongest tool we have to make this program permanent,” dagdag pa ng Speaker.
Ayon pa kay Romualdez, ang ₱20 kada kilo ng bigas ay hindi lamang target na presyo kundi isang pangakong reporma sa sistema ng agrikultura, presyo, at kaunlaran sa kanayunan.
“Sisiguruhin natin na may ₱20 per kilo na bigas sa merkado para sa mga nangangailangan — hindi lang ngayon, kundi sa mga susunod pang taon. We will build a system where affordable rice is not a seasonal miracle, but a daily reality. To do that, we must uplift our farmers. We cannot ask them to feed the nation without feeding their hopes. These laws will give them better seeds, tools, market access, and dignity,” aniya.
Kasabay nito, pinuri rin ni Romualdez sina Laurel at Balagbag sa paglatag ng malinaw at konkretong roadmap para sa reporma.
“Ang ₱20 kada kilo ng bigas ay hindi lang pangarap. Sa tulong ng batas, determinasyon, at pagkakaisa, gagawin natin itong permanente at tuloy-tuloy.” Meliza Maluntag
