TESDA hinimok: Mas mataas na nat’l certificates tutukan

MANILA, Philippines – Hinimok ng Second Congressional Commission on Education (Edcom 2) ang Technical Education and Skills Development Authority (Tesda) na palakasin ang higher-level skills training at ipasa ang ibang programa nito sa lokal na pamahalaan.

Sa report na inilabas nitong Biyernes, Hulyo 11, nanawagan si Edcom 2 co-chair Pasig Rep. Roman Romulo kay Tesda Director General Jose “Kiko” Benitez na tutukan ng ahensya ang high-yielding certification programs.

“Maybe Secretary Kiko, it’s about time to put a halt to all these various programs that you have, and focus really on the really high-yielding NCs,” sinabi ni Romulo sa report, na tumutukoy sa national certificates.

“Maybe that would be a good legacy for your time at Tesda.”

Sa pag-aaral na ipinresenta ni Ateneo-Edcom 2 fellow Christopher Chua, nakita na kumpara sa mahigit 13,000 NC II certifications, mayroon lamang 26 top-level NC IV programs na inaalok sa technical vocational institutions (TVIs) bilang tugon sa Philippine Qualifications Framework (PQF).

Ang PQF ay idineklara bilang isang batas noong 2018 upang magtatag ng national standards at lebel ng kwalipikasyon para suportahan ang academic worker mobility at matugunan ang job mismatch.

“Like the Cookery [program], what does that get on level V — the chef title already? That’s where we should be headed [to the higher level NCs],” ani Romulo.

“Because the individual’s time is really wasted,” dagdag pa niya.

Sa report, kinwestyon ni Edcom 2 Executive Director Karol Yee ang kalidad ng diploma programs ng TESDA.

Naglista ang TESDA ng mahigit 700 diploma programs sa buong bansa, ngunit sinabi ni Yee sa report na karamihan sa mga ito ay kulang sa uniform standards at quality assurance.

Samantala, sinabi naman ni Tesda Deputy Director General Rosanna Urdaneta na ipinakilala ang diploma program model noong 2016 hanggang 2019, na nagbibigay-daan sa TVIs na bumuo ng sarili nilang mga programa.

Nagpapatuloy din ang monitoring, aniya.

Sa ilalim ng Republic Act No. 7796, binibigyang-mandato ang Tesda na maghatid ng quality technical-vocational education and training (TVET) na pasok sa national development goals.

Nag-aalok ito ng mga programa katulad ng agriculture, automotive transport, tourism, information and communications technology, at iba pa.

Sa hiwalay na report na inilabas nitong Sabado, hinimok din ng EDCOM 2 ang TESDA na ipasa ang karamihan ng operasyon nito sa mga local government unit.

“The devolution of Tesda’s training functions to local government—this, I’ll admit, we haven’t done. We had devolved certain institutions, we have LGU-led [training], but they are very spotty, not systematic. Much of this is dependent on the interest and sustained efforts of the local government itself,” ani Benitez.

Sa report na tinukoy sa 2005 plan para sa devolution ng TVIs sa loob ng walong taon, tanging limang institusyon lamang ang nailipat sa mga LGU, at isa na lang ang natitira rito.

“The point of the matter is to stay true to the spirit of the law, which is to devolve, and 40 percent of your budget goes to running those TVIs …What we’re calling for is to stay true to the law: which is to devolve it,” pahayag ni Sen. Sherwin Gatchalian, na co-chair ng Edcom 2 kasama si Romulo.

Ani Benitez, maglalabas ng kautusan ang ahensya sa susunod na buwan.

“Much of this will require LGUs to create ordinances and plantilla positions specific to technical-vocational education and training,” ayon kay Benitez.

Ang Edcom 2 ay nagsasagawa ng national review sa education sector ng bansa ngayong Hulyo.

Ito ay bahagi ng mandato na suriin ang performance ng TESDA at iba pang educational agencies. RNT/JGC
