MANILA, Philippines – Lumikha si Pangulong President Ferdinand R. Marcos Jr. ng isang innovation hub sa Biñan, Laguna at nagdeklara ng bagong protected area sa San Francisco, Quezon.
Tinintahan ni Pangulong Marcos ang Proclamation 985 nito lamang July 30, hinirang ang ‘parcel of land’ na may aggregate area na 50,000 square meters sa De La Salle University Science and Technology Complex, Leandro V. Locsin Campus sa Biñan, Laguna bilang isang knowledge, innovation, science and technology ecozone.’
Ang bagong ecozone ay kikilalanin bilang De La Salle University Innovation Hub, ayon sa proklamasyon.
Ang innovation hub ay nilikha sa bisa ng Republic Act (RA) 7916, o Special Economic Zone Act of 1995, na inamiyendahan ng RA 8748, at bunsod ng rekumendasyon ng Board of Directors ng Philippine Economic Zone Authority (PEZA).
Ang RA 7916, nilagdaan upang maging ganap na batas noong Feb. 24, 1995, naglalayon na tulungan ang paglago ng ekonomiya sa pamamagitan ng pagsusulong ng special economic zones na tinawag na “ecozones.”
Ang Special economic zones ay itinuring sa batas bilang “selected areas with highly developed or which have the potential to be developed into agro-industrial, industrial tourist/recreational, commercial banking, investment and financial centers.”
Sa ilalim ng RA 12229 na pinirmahan ni Pangulong Marcos noong July 23, ang 29.6-hectare land sa San Francisco, Quezon ay deklaradong protected landscape, bilang pagkilala sa kasaganaan ng biological resources na ‘native’ at naiiba sa Mulanay Watershed Forest Reserve, at maging sa kanilang ‘aesthetic at ecological importance.’
Ang protected area ay kikilalanin bilang San Francisco Protected Landscape (SFPL) at babagsak sa ilalim ng klasipikasyon ng national park.
“As such, the State shall ensure the conservation, protection, management, and rehabilitation of the area. It is likewise recognized that effective administration of this area is possible only through cooperation among the national government, local government units (LGUs), concerned non-governmental organizations (NGOs), private entities, and local communities,” ang nakasaad sa RA 12229.
Nilikha ng batas ang Protected Area Management Board (PAMB), ang Department of Environment and Natural Resources (DENR) ang magiging chairman nito, mangangasiwa at pamumunuan ang SFPL.
Isang Protected Management Office naman ang itatatag para pangasiwaan ang ‘day-to-day management, protection, at administration’ ng SFPL.
Magtatatag din ng trust fund para sa financing projects para panatilihin ang operasyon ng SFPL.
Ipapanatili naman ng PAMB ang 75% ng lahat ng nakolektang kita, na idedeposito sa Protected Area-Retained Income Account sa anumang awtorisadong government depository bank sa loob ng lokalidad.
Ang natitira namang 25% ng kita ay idedeposito bilang special account sa General Fund ng National Treasury.
Ang pondo ay maaaring dagdagan sa pamamagitan ng ‘grants, donations, at endowment’ mula sa domestic o foreign sources.
“The fund shall be deposited in full as a special account in the National Treasury and disbursements therefrom shall be made solely for the protection, maintenance, administration, and management of the NIPAS (National Integrated Protected Areas System) and duly approved projects endorsed by the PAMB in accordance with existing accounting, budgeting, and auditing rules and regulations,” ayon sa batas.
