MANILA, Philippines – Pinawi ni Senate President Vicente “Tito” Sotto III ang pangamba ng publiko kaugnay sa iniulat na mga insertion sa 2025 General Appropriations Act (GAA), sa pagsasabing ang mga ganito sa deliberasyon ay bahagi ng regular na proseso.
Ito ay matapos sabihin ni Senate President Pro Tempore Panfilo “Ping” Lacson nitong Linggo, Setyembre 28 na halos lahat ng mga senador sa 19th Congress ay nagpasok ng nasa P100 bilyong halaga ng mga item sa 2025 GAA.
Ipinaliwanag ni Sotto na hindi lahat ng insertion sa 2025 national budget ay mali dahil ang mga ito ay individual amendments sa budget deliberations sa mataas na kapulungan.
“Amendments or insertions, whether individual or institutional, done during the deliberations in the Senate, are part of the regular budget process,” ayon pa sa Senate President.
“It is unfortunate that the issue on ghost projects and failed flood control projects affect and generalized all amendments as illegal or improper,” dagdag pa nito.
Ani Sotto, ang ilan sa mga amendments ay para sa karagdagang mga klasrum, at farm-to-market roads at mga tulay kung saan makikinabang ang publiko lalo na sa mga liblib na lugar.
Sa kabila nito, siniguro ni Sotto na ang Senado ay mas magiging transparent pagdating sa 2026 national budget.
Isa sa mga suhestyon aniya, ay ang pagpresenta ng mga senador sa Senate floor ang kanilang mga pag-amyenda sa ikalawang pagbasa ng General Appropriations Bill (GAB).
“Rest assured that for the 2026 budget, the Senate will institute changes for greater transparency, people’s participation and accountability,” sinabi ni Sotto.
Sinuportahan naman ng Senate President ang panukala ni Senate finance committee chairman Sherwin Gatchalian na alisin ang lahat ng unprogrammed appropriations at ilipat ito sa programmed appropriations para sa transparency purposes.
Sinabi naman ni Senate Deputy Majority Leader JV Ejercito na hindi lahat ng amendments ay masama lalo na ang mga makakatulong sa mga ahensya ng pamahalaan.
“One of our tasks is to introduce amendments after the budget hearings to support and further improve programs and projects. Amendments are not tainted as long as there is no post-enactment intervention,” ayon pa kay Ejercito. RNT/JGC
