MANILA, Philippines – Ang Procurement Service (PS) ng Department of Budget and Management (DBM) ay naglunsad nitong Martes ng pinahusay na data portal na naglalayong isulong ang transparency sa procurement ng gobyerno.
Sa isang seremonya sa DBM central office sa San Miguel, Manila, sinabi ni Budget Secretary Amenah Pangandaman na ang modernized Philippine Government Electronic Procurement System (mPhilGEPS) open data portal ay gagawing mas accessible sa publiko ang mga procurement activities mula sa pre-procurement hanggang sa awarding phase.
Idinagdag niya na ang pinahusay na portal ay nagtatampok ng mga user-friendly na dashboard at visualization tool na nagpapakita ng data sa mga platform ng pagkuha tulad ng e-market place, virtual na tindahan at pasilidad ng e-bidding.
Sinabi ni Pangandaman na ang transparency sa pampublikong impormasyon ay nagbibigay-daan sa lahat na masubaybayan kung paano ginagastos ang pampublikong pondo sa real time.
“Data of government agencies, merchants and observers, as well as the Bid Notices and Awards, are likewise showcased. Ibig sabihin, buong bituka ng procurement process, makikita po ng publiko,” aniya.
Sinabi ni Pangandaman na ang inisyatiba ay magbibigay-daan sa publiko na makita kung may patas na kompetisyon, matukoy ang mga posibleng iregularidad, at masuri ang pagpapatupad ng mga proyekto ng gobyerno.
“This also makes procurement more efficient as we will be able to identify patterns, mitigate red flags and evaluate performance in awarded contracts. Improved data availability and accessibility also result in multistakeholder engagements for research monitoring and analysis, ultimately geared towards data-driven policy reform,” ani pa niya.
“Designed as a transparency tool, the enhanced Open Data Portal of the PS-DBM PhilGEPS reflects our meaningful progress in open governance through public procurement,” dagdag niya.
Hinimok ni Pangandaman ang lahat na maging “champions of open government” at tulungan ang gobyerno na itaguyod ang integridad ng procurement process sa ilalim ng Bagong Pilipinas. RNT/MND
