MANILA, Philippines – Naghain ng reklamo ang Save the Philippines Coalition nitong Lunes, Disyembre 22 laban kay dating Finance secretary at ngayon ay Executive Secretary Ralph Recto at dating Philippine Health Insurance Corporation president at chief executive officer Emmanuel Ledesma kaugnay sa paglilipat ng sobrang pondo ng PhilHealth patungong national treasury.
Ang reklamong inihain ay patungkol sa plunder, graft, technical malversation, at grave misconduct sa Office of the Ombudsman.
Matatandaan na ipinag-utos ng PhilHealth ang pagbabalik ng P89.9 bilyong sobrang pondo ng ahensya sa national treasury.
Noong nakaraang taon, nakapag-remit itong P60 bilyon bago pa mag-isyu ang Korte Suprema ng temporary restraining order na nagbabawal sa paglilipat ng nalalabing P29.9 bilyon.
Sinabi ng koalisyon na ang basehan ng kanilang reklamo ay ang pinakabagong desisyon ng SC na nag-uutos sa pamahalaan na ibalik ang P60 bilyong excess funds sa national treasury patungo sa PhilHealth sa pamamagitan ng 2026 General Appropriations Act.
Idineklara ng SC na void ang naunang transfer maging ang Special Provision 1(d), Chapter XLIII ng 2024 GAA at Finance Circular No. 003-2024 sa pag-iisyu nito nang may grave abuse of discretion amounting to lack or excess of jurisdiction.
Sa pahayag, sinabi ni Recto na nirerespeto niya ang karapatan ng mamamayan na iangat ang mga reklamo sa korte at nangakong makikipagtulungan sa Ombudsman sa preliminary investigation nito.
“With the able representation by the Solicitor General, I welcome the opportunity to clarify the issues, prove my innocence, and debunk the allegations put forth,” ani Recto.
Sa kabila nito ay iginiit niyang siya ay inosente “as opined by Supreme Court Justices, that no criminal liability may attach to me, as former Secretary of Finance, for acting in good faith and in accordance with a direct mandate from Congress in ordering the remittance of PhilHealth’s unused funds.”
“I will not get distracted by political noise. The work of improving government performance and services is my priority,” dagdag pa.
