MANILA, Philippines – Pinirmahan ng 22 senador ang panukalang resolusyon na humihimok sa pamahalaan na agarang magpatupad ng hakbang para masiguro ang proteksyon sa mga overseas Filipino workers (OFWs) sa kabila ng tumitinding tensyon sa Middle East.
Kasabay nito ay hinimok din ang pamahalaan na gumawa ng mga interbensyon upang mapahupa ang matinding epekto nito sa ekonomiya ng Pilipinas.
Sa ilalim ng proposed Senate Resolution No. 325, iginiit ng mga senador na ang heightened tensions at air-travel disruptions sa Middle East ay direktang makakaapekto sa kaligtasan, mobility at kapakanan ng mga OFW sa rehiyon.
Ipinunto rin na ang mga ganitong tensyon ay nagbabanta sa pagkaantala ng global oil supply na magdudulot ng domestic fuel-price volatility, at makakaapekto sa mga exporter, supply chains, transport costs, food inflation, at overall economic activity.
“There is an urgent need to activate and expand existing targeted fuel assistance programs for vulnerable sectors, including public transport drivers and agriculture/ fisheries beneficiaries, using available appropriations in accordance with existing budget rules,” saad sa resolusyon.
Dahil dito ay hinihimok ang Department of Foreign Affairs (DFA) at iba pang foreign service posts na paigtingin ang travel advisories at crisis communication sa mga OFW; at sa Department of Migrant Workers (DMW) maging sa iba pang ahensya ng pamahalaan na magpatupad ng monitoring at welfare measures.
Nanawagan din ito sa konsiderasyon sa temporary suspension o pagbabawas ng fuel excise tax sa ilalim ng “clearly defined parameters,” at hinimok ang targeted assistance measures para sa mga exporter na maaapektuhan ng trade at logistics disruptions.
Pumirma ang lahat ng senador sa naturang resolusyon maliban kay Senate Minority Leader Alan Peter Cayetano at Senador Ronald “Bato” dela Rosa.
Sinabi ni Senador Erwin Tulfo, chairman ng Senate Foreign Relations committee, na isasagawa ang pagdinig sa Biyernes, Marso 6 para pag-usapan ang naturang isyu.
Iimbitahan dito ang mga ahensya ng pamahalaan tulad ng DFA, DMW, Department of Energy (DOE), Department of Transportation (DOTr), at Department of Trade and Industry (DTI).
“It’s legislation, in aid of legislation, how to resolve these issues and be prepared. We have to prepare for this, for any eventualities. Kung tumagal pa po itong crisis na ito, what do we have to do? We will ask these various agencies…what’s in store? Are we ready for this?” sinabi ni Tulfo.
“Hindi po tayo mga OFW, let’s not forget, ladies and gentlemen, pero we will be affected within the next few days,” dagdag pa niya. RNT/JGC
