MANILA, Philippines – Binatikos ng isang mambabatas ang Sugar Regulatory Administration (SRA) dahil sa umano’y labis na pag-aangkat ng asukal na nagdulot ng pagbagsak ng presyo at tinatayang ₱7.28 bilyong pagkalugi sa industriya.
Sa kanyang privilege speech, sinabi ni Negros Occidental Rep. Javi Benitez na ang Sugar Order No. 8 ay nagbigay-daan sa pagpasok ng 424,000 metric tons ng refined sugar mula Hulyo hanggang Nobyembre 2025—malayong mas mataas sa 50,000 metric tons na rekomendasyon ng mga lider ng industriya.
“The surplus flooded the market at the worst possible time when our farmers were bringing their cane to mill. A stable farm gate price sits between P2,500 and P2,800 per 50 kilobags. By January 2026, millgate prices had collapsed to P2,000 to P2,200, a 38% drop from the previous season or well below the P2,500 cost of production,” ani Benitez.
Dagdag pa niya, bumagsak din ang presyo ng molasses mula ₱17,000 patungong ₱7,500 kada tonelada, o 56% na pagbaba, na nagresulta sa bilyong pagkalugi ng sektor.
“Molasses [sugar] fell 56% from P17,000 to P7,500 per ton. Between October and December 2025, the industry lost P7.28 billion. If nothing changes, Mr. Speaker, losses will exceed P20 billion by June 2026. And all of this happened before the hearing was announced,” dagdag pa ng solon.
Iginiit ni Benitez na hindi ang imbestigasyon ng Kamara ang dahilan ng pagbagsak ng presyo kundi ang oversupply sa merkado.
“Traders did not stop buying because of a congressional inquiry. They stopped buying because their warehouses were full. Millers were at maximum storage. You cannot force a buyer to take sugar he has no room for,” giit pa niya.
Binigyang-diin din niya na ang pansamantalang pagtaas ng presyo ay dulot lamang ng export shipments sa Estados Unidos, at muling bumagsak matapos itong makumpleto.
“The source of that instability has never been in question. The SRA’s importation policies, specifically Sugar Order No. 8, put far more sugar into the market than the market can absorb,” aniya pa.
Bagama’t nagpatupad ng moratorium sa importasyon ang SRA at Department of Agriculture mula Oktubre 2025 at pinalawig hanggang Marso 2026—na posibleng umabot hanggang katapusan ng 2026—iginiit ni Benitez na patunay ito ng pag-aayos sa problemang sila rin ang lumikha.
Hiniling din ng mambabatas ang listahan ng mga trader na nakinabang sa importasyon, na aniya’y dalawang beses nang tinanggihan ng SRA.
“If there’s nothing to hide, why will they not give us the list?” aniya pa.
Ayon kay Benitez, magsisilbing batayan ang imbestigasyon ng Kamara upang maisulong ang mga hakbang na magpoprotekta sa mga magsasaka laban sa umano’y hindi patas na galaw ng merkado. RNT
