“The language of the President’s order is clear : Agencies that provide frontline services shall keep their services running at all times,” ayon kay Executive Secretary G. Ralph Recto.

The “overriding rule,” ayon kay Recto, ay iyong “essential, basic and vital services” ay hindi dapat magagambala.

“These cover agencies involved in the “direct delivery of health, public safety, and emergency response services” to the public,” aniya pa rin.

Habang oobserbahan nila ang galaw para bawasan ang paggamit ng enerhiya, “these should not in any way curtail or compromise the work that they do.”

“We do not cut ambulance service in the name of fuel economy. We do not restrict police response to crime in order to save on gas. Ang ganyang serbisyo ay hindi tinitipid,” ang winika ni Recto sabay sabing ang katwiran sa likod ng bureaucracy-wide drive na tapyasan ang utility usage “is that savings incurred can be used by offices rendering vital services.”

“Kung tumataas ang presyo ng gasolina, we will put government service vehicles on a gas diet, so that ambulances, fire truck, police patrol cars can continue running,” ayon kay Recto.

But gasoline supply of firetrucks, for obvious reasons, are exempt from scrimping,” aniya pa rin. (KRIS JOSE)
