MANILA, Philippines – Plano ng Department of Environment and Natural Resources (DENR) na suspendihin ang operasyon ng Davao City Sanitary Landfill kasunod ng trash slide na kumitil sa buhay ng isang indibidwal.
Sa pahayag nitong Huwebes, Mayo 21, sinabi ng DENR na ang landfill ay may mga paglabag bago ang insidente dahil ang naturang pasilidad ay under close monitoring na mula pa noong Enero.
“[Environmental Management Bureau] XI held technical meetings with the city on January 20 and March 4, and issued a Notice of Violation on March 19 for operating without a discharge permit, failing effluent standards and maintaining an inadequate leachate treatment system,” sinabi ng DENR.
“Earlier inspections documented steep slopes, a collapsed leachate pond and the presence of informal waste pickers and makeshift dwellings near the landfill perimeter,” sinabi pa ng ahensya.
Dahil dito ay nauna nang nagrekomenda ang DENR ng slope stabilization, partial closure ng ilang bahagi, at relocation ng mga residente na nasa 200-meter buffer zone.
Ang trash slide ay naganap hapon ng Miyerkules sa active disposal area ng pasilidad sa Barangay New Carmen.
Samantala, sinabi ni DENR Secretary Juan Miguel Cuna na ang insidente ay nagpapakita ng pangangailangan na agarang makumpleto ang corrective measures.
“Every life lost is unacceptable. The DENR and the LGU have been working together on the technical and regulatory requirements for months. This incident reinforces the need to accelerate slope stabilization and the safe closure plan,” sinabi ni Cuna.
Ang naturang landfill ay nakatatanggap ng average na 786 tonelada ng basura kada araw at malapit nang maabot ang full capacity nito.
Sa oras na masuspinde, ang operasyon ng naturang landfill ay hindi ibabalik hangga’t hindi idedeklarang ligtas ang naturang site. RNT/JGC
