MANILA, Philippines – Ipinag-utos ng Department of Human Settlements and Urban Development (DHSUD) ang ekstensyon ng deadline para sa re-registration ng homeowners’ associations (HOAs), nakarehistro noon sa Securities and Exchange Commission (SEC) at Home Insurance Guarantee Corporation (HIGC), hanggang Dec. 18, 2026.
Tinintahan ni DHSUD Secretary Jose Ramon Aliling ang Department Order 2026 -007 series of 2026, nagbibigay ng six-month extension mula June 18, 2026 deadline para sa tinukoy na HOAs.
Winika ni Aliling na inirekumenda ng mga senior officials at Homeowners Association and Community Development Bureau (HOACDB) ang pangangailangan para sa ekstensyon matapos ang in-depth assessment at konsultasyon ng stakeholders.
“This move is based on the consultations and online feedback from our stakeholders. After careful evaluation, we have come-up to this decision to ensure that all HOA will be registered under DHSUD,” ayon kay Aliling.
Sa ilalim ng Seksyon 4 ng Republic Act 9904 o Magna Carta for Homeowners and Homeowners Association, “all subdivisions and government housing HOAs, including those registered with SEC and HIGC, are required to re-register with DHSUD, formerly Housing and Land Use Regulatory Board (HLURB).”
“Pursuant to Section 32 of the Revised Implementing Rules and Regulations (IRR) of RA 9904, the registration of homeowners’ associations that failed to comply with the re-registration requirement by June 18, 2025, shall be automatically suspended.”
Sinasabing, maaaring hindi na ipatupad ng mga suspendidong HOAs at kanilang mga miyembro ang kanilang ‘rights and powers’ na nakasaad sa ilalim ng Republic Act 9904 at 2024 revised IRR nito, request assistance mula sa DHSUD para sa ‘complaints at conflicts,’ at maghain ng reklamo sa Human Settlements Adjudication Commission.
Ang HOAs ay nakarehistro sa ilalim ng HLURB at ang condominium corporations ay ‘excluded’ mula sa kautusan.
Pinaalalahanan naman ng DHSUD ang lahat ng HOAs na iproseso ang re-registration sa lalong madaling panahon at huwag nang maghintay ng deadline para maiwasan ang mas mahabang oras ng pagproseso. (KRIS JOSE)
