PBGEN. DOMINIC BACCAY READY FOR CALABARZON

LEADERSHIP in law enforcement is not about making a strong first impression. It is about earning confidence through experience, direction and results.

That is why the appointment of PBGen. Dominic Baccay as Director of the Police Regional Office 4A (CALABARZON) inspires optimism rather than uncertainty.

Unlike many newly appointed commanders, Baccay is no stranger to CALABARZON.

He previously served as Provincial Director of the Rizal Police Provincial Office and later as Regional Director for Operations, giving him firsthand knowledge of the region’s peace and order challenges.

That familiarity allows him to begin working immediately instead of spending months learning the terrain.

His first Command Conference reflected that readiness.

By gathering the command group, regional staff, provincial directors, and chiefs of police, he immediately established a unified direction for the organization.

His leadership framework, PRO 4A B.E.S.T. — Be Visible, Engage Immediately, Serve Together and Transform Trust — captures what every community expects from its police force: visibility, swift response, teamwork and public trust.

Equally important is his recognition that successful policing starts within the organization.

His emphasis on professional development, personnel welfare, family values and stronger community partnerships complements sustained campaigns against illegal drugs, paihi, illegal gambling and other forms of criminality.

Baccay also inherits a regional office with solid accomplishments under his predecessor, PBGen. Hansel Marantan.

The people of CALABARZON deserve a police force that delivers safety, integrity and genuine public service.
