MANILA, Philippines – Sinusuri ng Office of the Ombudsman ang mga rekord ng Sandiganbayan Third Division upang matukoy kung may posibleng “bias” sa paggawad ng bail kay dating Senador Ramon “Bong” Revilla Jr.
Ito ay sinabi ni Ombudsman Jesus Crispin Remulla nitong Lunes, Agosto 10, matapos na ang hakbang ay isagawa ng mga miyembro ng Third Division sa botong 2-1 na nagpapahintulot kay Revilla na makapagpiyansa ng P1 milyon.
Si Revilla ay nahaharap sa kasong malversation of public funds bilang umano’y co-conspirator sa illegal disbursement ng P76.9 milyon para sa P92.8-milyong ghost flood control project ng Department of Public Works and Highways (DPWH) sa Pandi, Bulacan, kapalit ng 25% na cut.
“We are looking at the transcript of records of the trial to see if there was any bias on the part of those who laid out the decision for bail,” sinabi ni Remulla.
Ani Remulla, si Revilla lamang ang pinagbigyang makapagpiyansa habang ang kanyang co-accused, kabilang si dating DPWH engineer Brice Hernandez ay tinanggihan.
Tinanggihan din ng korte ang bail petitions nina dating DPWH officials Jaypee De Leon Mendoza, Arjay Salvador Domasig, Emelita Capistrano Juat, Juanito Coronel Mendoza, at Christina Mae Del Rosario Pineda.
“What holds for him should hold for the other co-accused,” ani Remulla.
“So why was he the only one given bail?”
Ayon sa 107 pahinang resolusyon na pinonente ni Associate Justice Fritz Bryn Anthony Delos Santos, hindi nakapagpakita ang prosekusyon ng patunay kung paano pinangunahan ni Revilla ang pagsama ng subject project para sa funding.
Dagdag pa, ang umano’y kickback para kay Revilla ay nagmula sa private contractors at ipinuntong hindi ito sakop ng malversation of public funds.
“We’re not concluding anything, but we just want to enlighten the court about what’s happening or what they may have missed in the process of granting bail,” ani Remulla. RNT/JGC
