MANILA, Philippines – Nagtakda ang House of Representatives ng 53-araw na iskedyul para talakayin at maipasa ang panukalang P7.2-trilyong national budget para sa 2027, gamit ang National Expenditure Program (NEP) bilang batayan.
Ayon kay Committee on Appropriations Chairperson at Nueva Ecija 1st district Rep. Mikaela Angela “Mika” Suansing, magsisimula ang pagtalakay sa Development Budget Coordination Committee (DBCC) sa Agosto 17.
Sinabi ni Suansing na ang committee hearings, budget briefings, at budget hearings ay gaganapin mula Agosto 17 hanggang Setyembre 8.
Pagkatapos nito, isasagawa ang plenary deliberations, at target ng Kamara na aprubahan ang House General Appropriations Bill (HGAB) sa ikatlo at huling pagbasa bago Oktubre 9, na siyang huling araw ng legislative calendar.
Noong Agosto 11, pormal na ibinigay ni DBM Acting Secretary Kim Robert de Leon ang kopya ng 2027 NEP kay House Speaker Faustino “Bojie” Dy III.
Ayon kay Suansing, “We’re looking at starting with the DBCC on Aug. 17… After that we’ll go through the committee hearings, the budget briefings and the budget hearings from Aug. 17 to around Sept. 8 po.”
Dagdag pa niya, “And then thereafter, we will go through the plenary deliberations and we hope to… to finish the budget deliberations in the House, approve the HGAB on third reading by Oct. 9, which is the end of the legislative calendar.”
Sinabi rin niyang ipagpapatuloy ng Kamara ang mga pro-transparency reforms na sinimulan noong 2025, kabilang ang Budget Amendments Review Subcommittee (BARSc) at ang People’s Budget Review na may pakikilahok ng iba’t ibang civil society organizations.
Matapos maaprubahan ng Kamara ang budget bill, daraan pa ito sa Senado. Ang bersyon ng House at Senado ay paghaharmonisa sa Bicameral Conference Committee bago ipadala sa Malacañang para lagdaan ni Pangulong Ferdinand Marcos Jr., na target matapos bago matapos ang taon. RNT/MDS
