MANILA, Philippines – Maaaring gawin tuwing Sabado ang pagdinig sa pambansang badyet sanhi ng nawalang araw ng deliberasyon sa ilang suspensiyon sa trabaho dulot ng pagbugso-bugso at malalakas na ulan dala ng habagat sa Metro Manila.
Kasabay nito, tuloy-tuloy ang impeachment trial ni Vice President Sara Duterte kahit suspendido ang trabaho at mananatili ang schedule ng impeachment court.
Parehong inihayag ito ni Senate President Sherwin “Win” Gatchalian matapos suspendihin ng Palasyo ang trabaho sa Kalakhang Maynila ngayon, Agosto 17 at bukas, Agosto 17 at magkaroon ng work-from-home sa tanggapan ng pamahalaan.
Ayon sa lider ng Senado, lubhang nababahala ang Kapulungan sa ilang sunod-sunod na suspensiyon na nakasagabal sa legislative calendar dahil malapit nang simulan ang deliberasyon ng panukalang badyet sa 2027.
“Yes, it’s really a concern. It’s the same with the impeachment proceedings because time is of the essence. When there are days like this when there is no work or an early dismissal, the items on the agenda don’t get discussed,” aniya sa ambush interview.
“Worse comes to worst, we can make Saturdays an option for budget hearings if it’s really necessary,” dagdag ng lider ng Senado.
Sinabi ni Gatchalian na prayoridad ng Senado ang kaligtasan ng lahat partikular ang empleyado ng Senado sa gitna ng walang humpay ng pag-ulan sa ilang bahagi ng bansa partikular sa Kamaynilaan.
Nitong Agosto 17, pinaikli ng Senado ang impeachment trial at regular session sanhi ng pagbugso-bugso ngunit malalakas na buhos ng ulan dulot ng habagat.
Sa advisory na nilagdaan ni Senate Secretary Renato Bantug Jr., inatasan ni Gatchalian ang lahat ng empleyado na umuwi dakong 4 p.m.
Hinggil naman sa impeachment trial ni Vice President Sara Duterte, sinabi ni Gatchalian na mananatili ang schedule ng paglilitis sa umaga simulas alas diyes hanggang alas dos ng hapon.
“As we go along, we will monitor whether additional days or longer hours will be needed. So far, everything is okay. We’ll take it day by day since we cannot predict the weather,” aniya.
Kaugna nito. tinabla naman ni Impeachment court spokesperson Atty. Regie Tongol, ang posibilidad na magsagawa ng virtual impeachment hearing na hindi nakatakda sa ilalim ng impeachment rules.
“Even in ordinary courts, this is done only by exception. Before a video conferencing hearing can be allowed, either party must file a motion and provide a reasonable or justifiable reason why an online or virtual hearing is necessary,” ayon kay Tongol sa press conference.
“So, if the impeachment court follows the same approach, a motion would likely need to be filed. A justifiable reason and a legal basis would also need to be presented to warrant allowing an online hearing,” dagdag niya. Ernie Reyes
