MANILA, Philippines – Tuluyan napiga ni Senator-judge Erwin Tulfo ang dating special disbursing office (SDO) ng Office of the Vice President (OVP) na bumili si Vice President Sara Duterte ng halagang P3.5 milyon plastic chair and tables mula sa confidential funds.
Sa kanyang follow-up question, nilinaw ni Erwin ang naunang testimonya ni SDO Gina Acosta na bumili ng plastic chairs and tables si Duterte sa halagang P3.5 milyon mula sa confidential funds base sa liquidation ng security officer ng opisyal/4
“Mabilis na lamang po, kanina sabi nyo, yung tables and chairs na worth P3.5 million ho yata sa confidential funds ay binili kasi gagamitin sa ika nga confidential or intelligence operations. Tama po? Yon po ang sabi niyo kanina sa akin,” tanong ni Tulfo.
“Yun po. Kasi galing po yun sa security officer, Your Honor,” tugon ni Acosta.
Giit ni Tulfo kung ang security officer ni Duterte ang nagsabi na ibibili ng chairs and tables ang ilang bahagi ng confidential funds na gagamitin sa isang aktibidad ng OVP.
“Ah, siya nagsabi sa iyo na ibili natin ng chairs and tables,” ayon kay Tulfo na tumutukoy sa security officer ni Duterte.
“Ang dumating na lang po sa akin, Your Honor, is yung mga ano nalang, Your Honor, yung mga acknowledgement receipts, Your Honor, na galing po sa kanya kasi siya po ang nag-implement, Your Honor,” ayon kay Acosta.
Pero, sinabi ni Tulfo na malinaw na Nakasaad sa Joint Memorandum Circular 2-015-01 na mahigpit na ipinagbabawal na gamitin ang anumang bahagi ng confidential funds bilang pambili ng furnitures tulad ng plastic chairs and tables na binili ng security officer I Duterte.
“Pero alam niyo, yung, I’m sure hindi niyo kabisado yung joint memorandum circular po ng 2015-01. Hindi nyo po na-memorize po,” tanong ni Tulfo.
“Hindi ko po lahat na memorize, Your Honor,” ani Acosta.
Ayon kay Tulfo, nakatakda sa Section 4.8 at 4.11 na nagsasabing mahigpit na ipinagbabawal na gamitin ang anumang confidential funds sa pagbili ng furniture alinsunod ng JMC 2015-01.
“Ayon po yan sa JMC 2015-01, section 4.8 hanggang section 4.11 dahil ang confidential fund, ito po para sa inyong kaalaman, ano po, ma’am, kasi hindi ko po rin kayo masisi, baka hindi po ninyo memorize. Purchase of information, rental of transport vehicles for surveillance, rental of incidental expenses of safe houses at purchase of highly specialized technical equipment,” giit ni Tulfo.
“Ibig sabihin, mga surveillance equipment, mga camera, yun po ang pwede. Tapos, ang sinasabi po dito, yung paggamit daw po ng confidential fund for office set up, furniture or general supplies is prohibited dahil ito, bypasses standard public procurement transparency rules without serving direct classified surveillance function,” dagdag ni Tulfo.
“Kahit na po ito gagamitin para sa intelligence surveillance operations, hindi po pwede dahil mga upuan, tables po yan, will fall under the MOOE or Capital Outlay. Next time, ma’am, ha, para may idea na kayo, ano, kung saka sakali maging, in the future, maging SDO ulit kayo, yan po ang pagbabasihan natin. Alright? ,” ni pa ni Tulfo.
