MANILA, Philippines – Kinuwestyon ng ilang senator-judges ang kahalagahan ng testimonya ng hepe ng Philippine National Police Firearms and Explosives Office (PNP-FEO) sa mga alegasyon ng “unexplained wealth” laban kay Vice President Sara Duterte.
Sa pagdinig nitong Lunes sa Senate Impeachment Court, pinayagan pa rin ni presiding officer Senator-judge Francis “Chiz” Escudero na magpatuloy sa testimonya ni Police Maj. Joercison Sangalang.
Pero pinakiusapan niya ang prosecutor na si San Juan Rep. Ysabel Zamora na paikliin na ang pagtatanong dahil “find this witness not as convincing with respect to ill-gotten wealth” ang mga senator-judge.
Sa gitna ng direct examination, hindi napigilan ni Sen. Raffy Tulfo na sabihing pag-aaksaya lang ng oras ang testimonya.
“’Yong firearms pwede ma-declare as personal properties [in the Statement of Assets, Liabilities, and Net Worth]… It’s up to us na lang kung paano natin dineclare,” ani Tulfo.
“For me, sorry ha, this is a waste of time. Mas marami pa sana tayo puwede gawin, mag-plenary na lang tayo, marami tayo mga mapapasang bill kaysa isasalang natin siya,” dagdag niya.
Nauna rito, nagpahayag na rin ng pagdududa si Sen. Erwin Tulfo.
“Ano po ang relevance ng magiging statement ni Maj. Sangalang dito sa pinag-uusapan natin tungkol sa hidden wealth or unexplained wealth?” tanong niya.
Biro pa niya: “May diyamante ba, may gold ba ‘yang baril na ‘yan that we have to tackle all the firearms?”
Sinang-ayunan naman ito ni Sen. Juan Miguel Zubiri at sinabing karamihan sa mga senador ay may baril din at idinedeklara lang ito bilang “personal effects.”
“We usually put it under personal effects and personal properties [in the Statement of Assets, Liabilities, and Net Worth], Your Honor. So I don’t see if there’s any violation, that I feel, would happen if they do that,” sabi ni Zubiri.
“I don’t think it’s that much weight. We’re looking for the bigger evidence they want to present, if any,” dagdag niya.
Nagpahayag din ng reservation sina Sen. Vicente “Tito” Sotto III at Sen. Alan Peter Cayetano.
“Just to clarify the pleasure of our colleagues. So first, so basically the question is if the honorable major will testify on anything major. Secondly, whether the guns constitute a smoking gun or seriously given the time that both parties said we want to use judiciously para matapos agad yung trial, in a fair manner, that we will come up with a verdict acceptable to our people,” ayon kay Cayetano.
“I joined them, Mr. Presiding Officer, Mr. Senate President, if yun yung question na kung major ba ito or minor. Konti ko lang reservation is kung sana magkasundo yung prosecution at defense if we disregard this kasi I don’t want the judges be the one to tell them what they can present and not,” dagdag pa ni Cayetano.
Ikinatuwiran naman ni Zamora na ihaharap si Sangalang upang patunayan na “maintain a hobby in gun collecting” sina VP Duterte at ang asawa nitong si Atty. Manases Carpio.
Ayon kay Zamora, umaabot sa halagang P7 milyon ang mahigit 50 baril na pag-aari ng mag-asawang Sara at Carpio na dapat inilagay sa SALN
“Required sa guidelines ng SALN ang pagdedeklara ng mga baril,” aniya.
Pero tinutulan ito ng defense lawyer na si Carlo Joaquin Narvasa.
Aniya, ang binanggit ni Zamora ay 2025 guideline mula sa Civil Service Commission na “do not have application to the SALNs of the Vice President” dahil sa 2026 pa ito magiging epektibo.
Sa ngayon, dinidinig ng impeachment court ang Article II ng Articles of Impeachment laban kay VP Duterte na nagsasabing nagkamal siya ng hindi maipaliwanag na yaman, hindi lubos na idineklara ang kanyang assets, at hindi nag-divest sa kanyang business interests habang nakaupo bilang bise presidente.
