MANILA, Philippines – Pinanindigan ng forensic financial analyst na si Atty. Alexander Cabrera sa Senate Impeachment Court nitong Lunes na ang pag-under-declare ni Vice President Sara Duterte sa kanyang Statement of Assets, Liabilities and Net Worth (SALN) at ilang kahina-hinalang financial statement ng kanyang negosyo ay nagpapakita ng sadya at sinadyang pagtatago ng yaman.
Tugon ito ni Cabrera kay Senator-judge Risa Hontiveros matapos iulat na may P817 milyon na hindi maipaliwanag na yaman sina Duterte at asawa nitong si Atty. Manases Carpio.
“I will just use the percentage of under declaration or underreporting [in the SALN] because that is what makes it manifestly disproportionate [to their lawful income],” sabi ni Cabrera.
“Then there are companies with unreliable financial statements, high profits and low capital, yet losses on the bottom line. These are telltale signs of fraudulent reporting,” dagdag niya.
Base sa pagsusuri ni Cabrera sa financial records nina Duterte at Carpio, mayroon silang P142.2 milyon na hindi idineklarang income mula sa Cale 88 Foods Corp., Metro City Chow King Food Corp., at P212.63 milyon mula sa Gencorp Industries Inc. mula 2022 hanggang 2025.
Nang tanungin ni Hontiveros kung ano ang itinuturing na unexplained wealth, ipinaliwanag ni Cabrera na ito ay may kinalaman sa “sadya at sinadyang pagtatago” ng ari-arian na itinuturing ng batas na hindi maipaliwanag.
“There are many Supreme Court decisions that I also read before doing this work. I see that it is not the fact that the property was not declared, not that fact per se, but the deliberate concealment of the property,” aniya.
“You might think it is difficult because it involves the state of mind, right? Whether it was deliberate or not. But the answer is in the law itself: Is it manifestly disproportionate? Because if it is manifestly disproportionate, there is no longer any discussion of intent … and this happens year after year,” dagdag pa ni Cabrera. Ernie Reyes
