MANILA, Philippines – Naniniwala ang abogado ni dating Ako-Bicol Party-List Zaldy Co na nahusgahan na agad ng Office of the Ombudsman ang kaso laban sa kanyang kliyente na idinadawit sa maanomalyang flood control projects.
“My thinking is the Ombudsman has already pre-judged this case. And this is bolstered by the statements of (DPWH) Secretary Vince Dizon, who said 60 people will be in jail before Christmas,” sinabi ni Atty. Ruy Rondain, abogado ni Co.
“Under these circumstances, there’s really no tactical benefit to filing a counter-affidavit. So the answer is, at this time, the way things are going, no, he does not intend to file a counter-affidavit,” dagdag pa niya.
Wala pang tugon ang Office of the Ombudsman kaugnay nito.
Matatandaan na naghain na ng referral ang ICI sa Ombudsman para sa mga reklamong graft, malversation, at falsification laban kay Co at sa mga opisyal ng Department of Public Works and Highways kaugnay sa palpak na road dike project sa Mag-Asawang Tubig River sa Naujan, Oriental Mindoro.
Ani Assistant Ombudsman Mico Clavano, wala pang sagot si Co sa mga alegasyon laban sa kanya.
Sa kabila nito, hindi ikinokonsidera ni Rondain na ito ay isang uri ng reklamo.
“When I say complaint, I mean something that has been sworn to under oath. And the only thing I’ve heard is the ICI has referred its tentative findings to the Ombudsman. I don’t think it’s under oath, so I don’t think that was a complaint.”
Aniya, sa ilalim ng rules of the Ombudsman, obligado ang opisina na hilingin sa mga witness na panumpaan ito.
“I don’t know what he’s supposed to answer.”
Ang narrative din aniya tungkol sa kanyang kliyente ay “skewered” o kaya naman ay “twisted” dahil sa misinformation mula sa “interested persons in the cases.”
Itinanggi rin ng abogado ang mga cash delivery na inihatid umano sa bahay ni Co na ibinunyag sa imbestigasyon ng Senado kaugnay sa maanomalyang flood control projects.
“Now, if you’re asking me whether or not there were deliveries to Mister, to Representative Co at any time, no. Categorical,” dagdag pa niya. RNT/JGC
