MANILA, Philippines – Hiniling ng Independent Commission for Infrastructure (ICI) sa Department of Public Works and Highways (DPWH) na babaan ang threshold ng “Levels of Authority” (LOA) para sa pagbili ng mga civil works, kabilang ang mga flood control projects.
Sa pagdinig ng Blue Ribbon Committee, isiniwalat na ang threshold para sa pagkuha ng LOA para sa mga civil works ay itinaas sa P150 milyon sa Distrito mula P100 milyon, at naging P400 milyon sa Rehiyon mula P300 milyon noong 2022.
“In the course of the continuing investigations of this Commission in relation to anomalous flood control projects and corruption within the DPWH, it has come to our attention that the LOA for the procurement of civil works that were previously allowed by former DPWH Secretary Manual Bonoan should be decreased by at least half,” sa isang sulat ng ICI na pinirmahan ni Chairman Andres Reyes Jr.
Ang LOA para sa mga district office ay dapat ibaba sa P75 milyon mula sa P150 milyon, habang ang regional LOA ay dapat ibaba sa P200 milyon mula sa kasalukuyang P400 milyon, sinabi nito.
“The LOA of the Regional Engineering Offices is currently set at P400 million should be revised and set at a ceiling of at least P200 million. In the same manner, the LOA of the District Engineering Offices should be lowered to at least P75 million from the current P150 million,” ayon sa sulat.
Ang pagtaas ay pinayagan ni dating DPWH Secretary Manuel Bonoan, sabi ng ICI.
Sa ilalim ng kasalukuyang mga limitasyon, ang civil works na nagkakahalaga ng P150 milyon o mas mababa ay maaaring maaprubahan ng mga tanggapan ng distrito, habang ang mga proyektong nagkakahalaga ng P400 milyon ay nasa ilalim ng hurisdiksyon ng mga tanggapan ng rehiyon.
