MANILA, Philippines – TININTAHAN ni Pangulong Ferdinand R. Marcos Jr. araw ng Biyernes, Disyembre 6 upang maging ganap na batas ang Ligtas Pinoy Centers Act at ang Student Loan Payment Moratorium During Disasters Emergencies Act.
Binibigyang-diin nito ang commitment ng administrasyon na suportahan ang mga pamilya at estudyante na apektado ng kalamidad.
Sa naging talumpati ng Pangulo, sinabi nito na ang Ligtas Pinoy Center Act ay nag-uutos sa pagtatatag ng fully equipped evacuation centers sa bansa para makapagbigay ng ‘secure, temporary accommodation’ sa mga disaster-affected residents.
“We do not wish for the frequent usage of such facilities and can only pray that we have fewer calamities. But nonetheless, we need to ensure that the evacuation centers sufficiently respond to the needs of our people affected by calamities and other such emergencies,” ang sinabi ng Pangulo.
“Investing in these climate-resilient facilities must be the norm; for we are not only protecting the people’s lives, but also capacitating our local government units to respond, to reduce, and to manage the risks of disasters,” ang dagdag na wika nito.
Sinabi pa ng Pangulo na “the newly signed law integrates preparedness and responsiveness into the nation’s consciousness.”
Ikinuwento naman ng Pangulo ang kamakailan lamang niyang pagbisita sa mga naging biktima ng sunog sa Tondo, Maynila at sa isang evacuation center, sinabi ang katatagan ng mga ito sa kabila ng mga hamon na kanilang kinahaharap.
“Evacuation centers like these should also be as strong as their faith and as resilient as the people’s resolve. These serve as safe havens for those who share the same struggle and find comfort amongst one another,” ang sinabi ni Pangulong Marcos.
“In many visits to temporary shelters, I saw the plight of evacuees and it’s a very serious matter. Adding to that, the predicament is that, traditionally, public schools are being used as by default evacuation centers, and that has been the case since we ever – since we started using evacuation centers,” dagdag na wika nito.
Batid naman ng Pangulo ang long-standing issue ng mga eskuwelahan na ginagamit bilang mga evacuation centers, hadlang sa kanilang mga pangunahing dahilan na pagpapaunlad ng pagkatuto at pagkamalikhain.
Tiniyak naman ng Chief Executive sa Department of Education (DepEd) na ang mga eskuwelahan ay nakatuon lamang sa pagpo-promote ng kapakanan at development ng mga estudyante.
“With the enactment of this law, we heed that appeal and commit to only using our schools for the promotion of our students’ welfare and development of the education system,” ayon sa Pangulo.
Samantala, ipinag-utos naman ni Pangulong Marcos sa Department of Public Works and Highways (DPWH) na tiyakin ang napapanahong konstruksyon ng evacuation centers sa mga pangunahing local government units (LGUs), pagsunod sa minimum standards, National Building Code, at specific na local requirements.
Sa kabilang dako, ang Student Loan Payment Moratorium During Disasters and Emergencies Act, ay nagbibigay naman ng financial relief sa mga estudyante at kanilang pamilya sa panahon at matapos ang kalamidad sa pamamagitan ng pagsususpinde sa student loan collections nang walang penalty at interest.
“The benevolence of this law allows the disaster-affected students and their families to have a breathing space as they recuperate and rebuild their lives. It is our hope that this law will help lessen the financial burden off our students’ shoulders as they continue their schooling,” ayon sa Pangulo.
Ipinag-utos naman ni Pangulong Marcos sa Commission on Higher Education (CHED) at Technical Education and Skills Development Authority (TESDA) na i-extend ang lahat ng uri ng tulong sa mga estudyante at tiyakin na ang kanilang ‘financial hardships’ ay hindi magiging hadlang para makompleto nila ang kanilang edukasyon.
Nagpahayag naman ito ng pasasalamat sa mga mambabatas na nasa likod ng mga nilagdaan bagong batas.
Isa aniya itong malinaw na testamento ng kanilang sa pagbibigay ng pinakamahalagang prayoridad sa pangangailangan ng mga tao. Kris Jose
