Nilinaw ni Senador Ronald “Bato” dela Rosa na hindi nito papayagan na maaresto siya ng International Criminal Police Organization–INTERPOL hinggil sa drug war deaths maliban kung makikipagtuungan ang lokal na awtoridad sa Interpol.
Sa pahayag, sinabi ni Dela Rosa, dating PNP chief na nagpatupad ng drug war ng dating administasyong Duterte na hindi siya susuko sa Interpol kapag nagsilbi ng warrant dahil wala itong jurisdiction sa Pilipinas.
”Kung lalabas ang arrest warrant at ito isi-serve sa akin ng taga-Interpol, I will not submit to their jurisdiction. They don’t have jurisdiction over us,” ayon kay dela Rosa.
“Kung sila ay tutulungan ng ating kapulisan, well, hindi ako magkipag-giyera sa ating mga kapulisan. Kung iyan ang ipag-oorder ng atin pangulo, sino ba namang PNP ang hindi susunod sa ating pangulo,” dagdag ng senador.
Ayon kay Dela Rosa, dapat kumilos ang PNP base sa desisyon ng lokal na korte, at hindi pandaidigang awtoridad.
“I will submit to the authority of our government. Kung iyan ay kautusan ng iba other than our courts, I will not recognize it,” ayon kay dela Rosa.
“Kung ang order ay nanggagaling sa Interpol, nanggagaling sa [International Criminal Court], I think dapat yung ating PNP should know how to distinguish between orders coming from their duly constituted authorities and orders not coming from their duly constituted authorities. The duly constituted authority [here in our country] is the President himself,” ayon kay Dela Rosa.
“ICC is not part of our government. ‘Yung Interpol hanggang cooperation lang ‘yan [with local authorities]. The Interpol is not over and above the chain of command of the PNP. So nandyan pa rin yan sa PNP ang pag-decide on what to do,” dagdag ng senador.
pero, sinabi ng senador na papaya siyang ma-interview ng ICC pero hindi ibig sabihin na sumusuko na siya sa hurisdiksiyon ng ICC.
“If they’re going to make a formal communication with me at iyong laman ng communication… kung sabihin nila na mag-interview lang, then why not? As a normal human being, hindi naman ako bastos. Kung mayroong magtatanong, sasagutin ko rin ‘yung tanong,” ani dela Rosa.
Iniimbestigahan ng ICC ang dating Pangulong Duterte at iba pang matataas na opisyal ng administrasyon sa crimes against humanity hinggil sa sistematibong pagpaslang sa drug war sa mga operasyon ng pulisya.
Mahigit 30,000 ang sinasabing napatay sa drug war base sa datos ng human rights groups kabilang ang mga inosenteng menor de edad at sibilyan tulad ng Kian delos Santos, isang estudyanteng pinatay sa C-3 sa Caloocan kahit nagmamakaawa na.
Samantala, inihayag naman ni dating Majority Leader, senador Joel Villanueva na mahigpit na ipinagbabawal ng Senado ang pag-aresto sa sinumang senador kapag may sesyon.
Pero, noon, inaresto si dating Senador Leila De Lima sa panahon ng dating administrasyon habang may sesyon ang Senado hanggang makulong ng halos pitong taon sa pekeng drug case.
“Whatever happens, we have Senate rules in place that must be respected, and the Senate is ready to implement. Those rules are exclusive to our institution. We welcome (are aware) of what is happening, but we don’t welcome the breaking down of our rules,” ayon kay Villanueva.
“If we are in session, etc., we need to refer to our rules. We will strictly implement our rules at hindi kami papayag sa kanino man na makialam sa aming rules. Because that’s part of our job and obligation to preserve the best interest of our people in preserving our roots,” giit pa ni Villanueva.
Umaasa naman si Dela Rosa na susuportahan siya ng Senado.
“If Malacañang cannot stand for one of its citizens, I hope the Senate can do so for one of its members. I just hope things will go that way,” ayon kay dela Rosa. Ernie Reyes
