MANILA, Philippines – Ipinag-utos ng Office of the Ombudsman nitong Biyernes, Mayo 29 ang 6-month preventive suspension nang walang bayad para kay Catanduanes Vice Governor Robert Fernandez at 11 iba pang miyembro ng Sangguniang Panlalawigan (SP) sa umano’y grave misconduct at iba pang administrative offenses sa iregular na paggamit ng P30.5 million Quick Response Fund (QRF) ng probinsya.
Sa pahayag ng Ombudsman, sinabi nito na ang administrative complaints at subsequent suspension ay nag-ugat sa revision ng respondents sa proposed utilization and allocation ng Provincial Disaster Risk Reduction and Management Council’s (PDRRMC) ng QRF sa paggamit sa P26 milyon ng P30.5 milyong QRF para sa distribusyon ng ayuda sa halip na mga produkto, kasunod ng pananalasa ng Super Typhoon “Uwan” noong Nobyembre 2025.
Ang reklamo ay inihain ni Catanduanes Governor Patrick Azanza, na nag-veto ng aksyon ni Fernandez at iba pa dahil sa ilalim ng ordinansa ng Sangguniang Panlalawigan ay hindi kabilang sa Joint Circular 2013-1 ang cash assistance bilang allowable immediate response activities.
“The Office finds sufficient grounds to preventively suspend herein respondents considering that there is strong evidence showing their guilt; the charges against them involve grave misconduct, grave abuse of authority and conduct prejudicial to the best interest of the service which may warrant their removal from the service,” saad sa siyam na pahinang Ombudsman Order na may petsang Mayo 22.
“Their continued stay in office may prejudice the investigation of the case filed against them; there is a need to preserve the documents and evidence pertaining to this case which they may have control and custody in order to avoid further commission of malfeasance and/or misfeasance in office,” dagdag pa ng Ombudsman.
Bukod kay Fernandez, sinuspinde rin ng Ombudsman sina Sangguniang Panlalawigan members Josevan Balidoy, Giovanni Balmadrid, Jose Romeo Francisco, Alvin Rodriguez, Edwin Tanael, Lorenzo Templonuevo Jr., Arnel Turado, Dean Roberto Vergara, Tito Villamor, Santos Zafe at Rafael Zuniega.
Sa ilalim ng terms of the order, ang mga respondent ay inilagay sa suspension without pay nang hindi lalampas sa anim na buwan pending the final termination ng administrative adjudication sa kanilang kaso. RNT/JGC
