Deliberasyon sa career progression system ng public school teacher, umarangkada sa Senado

MANILA Philippines- Tuluyan nang umarangkada sa sub-committee on Senate Committee on Civil Service, Government Reorganization and Professional Regulation ang deliberasyon nitong Martes sa panukalang itatag at palawakin ang Executive Order (EO) No. 174, na nagtataguyod sa Expanded Career Progression System para public school teachers.

Ayon kay Senador Sherwin Gatchalian, chairman ng Senate committee on basic education na layunin ng panukala na magbigay ng sapat na opurtunidad base sa merit at competencies sa hanay ng guro sa pampublikong paaralan.

“The intention is to improve the morale of our teachers, our frontliners in education, and by improving their morale, we can anticipate improvement in learner outcomes,” ayon kay Gatchalian sa pagsisimula ng pagdinig.

Itinalagang chairperson ng subcommittee, sinabi ni Gatchalian na kikilalanin ng panukala ang malinaw na landas ng career para sa public school teacher sa pamamagitan ng pagpapaunlad ng kasanayan, mobility sa ngalan ng kanilang karera at kamalaunan maging lider sa education system.

“In my view, our teachers should also be motivated by where they can be and how can they maximize their potential not only in teaching but also in leadership roles in our schools and our divisions,” wika ng senador.

Sa ilalim ng konsiderasyon ang Senate Bill Nos. 2827, 678 at 2831 na inihain kamakailan at House Bill No. 10270.

Layunin ng panukala na palawakin ang oportunidad sa karera sa pagtuturo, school administration, at supervision, na pinapayagan ang Department of Budget and Management na lumikha ng bagong titulo ng posisyon sa pagtuturo teaching na Teacher IV, Teacher V, Teacher VI, Teacher VII, at Master Teacher V, at isama ito sa Index of Occupational Services, Occupational Groups, Classes, at Salary Grades.

Tutunguhin nito ang pagkapantay-pantay ng benepisyo at pribelihiyo para sa posisyon Teaching Career Line, School Administration Career Line, at ang Supervision Career Line.

“Under the said measures, the National Educators Academy of the Philippines shall be tasked to develop a specialized remedial program for teachers who do not pass the Standards-Based Assessment for two consecutive assessments to support their professional growth,” ayon kay Gatchalian.

“Upgrading the current minimum salary grade level of public school teachers under the Department of Education from Salary Grade 11 to Salary Grade 13, with corresponding adjustments for those in higher positions is also included in the proposals.,” dagdag ng senador. Ernie Reyes
