DHSUD, nakipag-ugnayan na sa NGOs sa mas maraming people-centric PBBM housing program

MANILA, Philippines – NAKIPAG-UGNAYAN na ang Department of Human Settlements and Urban Development (DHSUD) sa iba’t ibang stakeholders kabilang na ang non-government organizations (NGOs), para sa mas marami pang public participation sa government housing program at mas malawak na saklaw ng mga benepisaryo.

Tugon ito ng (DHSUD) sa naging direktiba ni Pangulong Ferdinand R. Marcos Jr. na isulong ang people-centered programs.

Nauna rito, nag-host si DHSUD Secretary Jose Ramon Aliling ng isang dayalogo kasama sina Dr. Nathaniel von Einsiedel, dating Metro Manila Commissioner for Planning at dating Regional Director for Asia Pacific, UN-Habitat Urban Management Programme; Dr. Mary Racelis, dating Director, Ateneo Institute of Philippine Culture; Ana Oliveros ng LinkBuild; Dr. Anna Marie Karaos, consultant ng Urban Poverty and Governance ng JJ Carroll Institute of Church and Social Issues; Vince Eugenio, Joly Homes Foundation; at Maricel Genzola, Executive Director, Federation for the Development of the Urban Poor.

Tinalakay ng mga ito ang modalidad na ipinakilala ni Aliling para mapalawak ang Pambansang Pabahay para sa Pilipino (4PHX) Program at ang promosyon ng people-centric housing programs.

“Yan po mismo ang directive ni President Marcos Jr. —for us to be more inclusive and people-centric, to cover the mandated beneficiaries of government housing programs which are the poorest of the poor and those in the lower income deciles,” ang sinabi ni Aliling.

“That is why, we have expanded the 4PH to include all feasible modalities like rental housing, horizontal developments and now under study –incremental housing. We will continue to expand to other modalities to expand our beneficiaries,” aniya pa rin.

Natuwa naman ang grupo sa kahandaan ng kasalukuyang liderato ng DHSUD sa mga ‘input’ ng stakeholders lalo na ang NGOs, lalo pa’t binanggit ng mga ito ang karagdagang schemes na maaaring ikonsidera sa ilalim ng 4PHX, gaya ng community mortgage program (CMP) at high-density housing (HDH), kung saan mayroong partispasyon ang mga tao mula sa project conceptualization para isagawa.

Sa pag-upo ni Aliling bilang DHSUD Secretary noong nakaraang May 26, ipinag-utos nito sa pagpapalawak ng 4PH na isama ang horizontal developments o subdivision-like housing projects at rental housing.

“Immediately, three private developers committed more than 50,000 units under horizontal 4PHX while the University of the Philippines-Diliman expressed readiness to collaborate with DHSUD in pursuit of a rental housing scheme,” ayon sa ulat.

Ipinag-utos din nito sa Social Housing Finance Corporation (SHFC) na muling buhayin ang CMP nito at sa National Housing Authority (NHA) na bumalangkas at palawigin ang kanilang pro-poor housing programs para sa kapakinanabangan ng mga tinatawag na ‘poorest of the poor’ at iyong nasa ‘lower-income bracket.’

“While we are already pursuing those modalities, rest assured that DHSUD welcomes inputs from all stakeholders for the betterment of our programs, especially those that call for active participation from our beneficiaries from the project conceptualization up to execution,”ang sinabi ni Aliling.
