MANILA, Philippines – INAPRUBAHAN ng National Economic and Development Authority (NEDA) Board ang pagpapalawig sa saklaw ng executive order na pansamantalang exempted o hindi kasali mula sa import tariff ang ilang “electric vehicles, parts, at components.”
Sa isang kalatas, sinabi ng socioeconomic planning agency na ang NEDA Board, sa kamakailan lamang na 16th meeting nito lamang Mayo15, araw ng Miyerkules, inaprubahan ang rekumendasyon ng Committee on Tariff and Related Matters (CTRM) kasunod ang mandatory review ng Executive Order (EO) No. 12 (s. 2023).
Sa ilalim ng EO 12, ang iba’t ibang electric vehicles at kanilang mga components o bahagi ang nakatanggap ng mas mababang tariff rates mula sa nakalipas na 5 hanggang 30% sa ngayon na 0% import duty, exempted naman ang e-motorcycles dahil hindi ito kasama sa tariff suspension at nananatiling “subject to 30% import duty.”
Ang kautusan ay “subjected to review” isang taon matapos itong ipatupad.
Tinuran ng ahensiya na sumang-ayon ang NEDA Board na panatilihin ang Most Favored Nation (MFN) rate at zero hanggang 2028 sa 34 tariff lines ng battery electric vehicles na kasalukuyang saklaw ng EO 12.
“It has also decided to expand the list of articles with reduced duty to include e-motorcycles and e-bicycles, and nickel metal hydride accumulators, and reduce the duty on these articles to zero until 2028,” ayon sa NEDA.
Kabilang naman sa pinalawig na saklaw ng EO 12 ay ang iba pang uri ng EVs, partikular na ang battery e-tricycles at quadricycles; battery, hybrid EV (HEV) at plug-in hybrid EV (PHEV) jeepneys/buses; at HEV at PHEV cars at trucks; at maging ang completely knocked down (CKD) EVs para sa lahat ng uri ng sasakyan.
“The tariffs on these articles shall be reduced to zero until 2028,” ayon sa NEDA.
“Executive Order No. 12 is designed to stimulate the electric vehicle (EV) market in the country, support the transition to emerging technologies, reduce our transport system’s reliance on fossil fuels, and reduce greenhouse gas emissions attributed to road transport,” ang sinabi ni NEDA Secretary Arsenio Balisacan, nagsilbi namang vice chairperson ng NEDA Board.
“By encouraging consumers to adopt EVs, we are promoting a cleaner, more resilient, and more environmentally friendly transportation alternative,” aniya pa rin.
Samantala, inatasan naman ni Pangulong Marcos ang CTRM na magsagawa ng taunang pagrerebisa sa rates para masiguro ang “timeliness, applicability, at epekto sa mga sektor na concern bunsod ng modipikasyon sa ‘duties’ ng EVs. Kris Jose
