MANILA, Philippines – GAGAMITIN bilang “key hubs for humanitarian assistance” ang mga military sites sa ilalim ng Philippine-US Enhanced Defense Cooperation Agreement (EDCA) sa gitna ng matinding epekto ng ‘monsoon rains.’
Sa isang kalatas, sinabi ni Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. ang mga lokasyon na ito ay magsisilbi bilang staging areas para sa ‘prepositioning rescue equipment’ at pagsasama-samahin ang mga relief goods.
“We are working closely with the Department of Social Welfare and Development to make sure our efforts are aligned and effective – bringing government agencies together in a whole-of-nation approach,” ayon kay Brawner.
Sa paggamit ng EDCA sites, magagawa ng military na mas mabilis na maihatid ang tulong at mas episyente sa mga apektadong komunidad na ‘hard-hit at remote areas’.
Sinabi pa ni Brawner na ang ganitong mabilis na pagtugon ay maaaring mabaybay ang pagkakaiba sa pagitan ng buhay at kamatayan.
Ang paggamit ng EDCA sites para sa disaster relief ay pagtalima sa utos ni Pangulong Ferdinand R. Marcos Jr. na ipinadaan kay Defense Secretary Gilberto Teodoro Jr., chairman ng National Disaster Risk Reduction and Management Council.
Ani Brawner, ang pagpapagana sa EDCA sites ay nagbibigay-diin sa kung paano ang defense partnerships ng AFP partikular na sa Estados Unidos, ay tumutulong sa tropa nito sa ground.
“We are in close coordination with the US Indo-Pacific Command to ensure seamless interoperability as we utilize these shared facilities, transport, and airlift assets in this mission,” ang sinabi ni Brawner.
“The AFP is leveraging every available advantage it has, including its strong alliances and strategic infrastructure, to fulfill its mandate of serving and protecting the people,” aniya pa rin.
“The use of EDCA sites is not just a logistical decision but a commitment to bring support and comfort to our ‘kababayans’ (compatriots) with all possible speed and efficiency,” dagdag na pahayag ni Brawner.
Ang EDCA na nilagdaan noong Abril 28, 2014, ay nagpapahintulot sa mga pwersa ng US na ma-access ang mga napagkasunduang lokasyon sa Pilipinas sa isang rotational basis.
Sinasabing mayroong siyam na EDCA sites sa bansa gaya ng Cesar Basa Air Base sa Floridablanca, Pampanga; Fort Magsaysay Military Reservation sa Nueva Ecija; Lumbia Airport sa Cagayan de Oro; Antonio Bautista Air Base sa Puerto Princesa, Palawan; Benito Ebuen Air Base sa Cebu; Naval Base Camilo Osias sa Sta. Ana, Cagayan; Lal-lo Airport sa Lal-lo, Cagayan; Camp Melchor Dela Cruz sa Gamu, Isabela; at Balabac Island sa Palawan. Kris Jose
