MANILA, Philippines – Naghain ng supplemental complaint affidavit ang special panel of investigators mula sa Office of the Ombudsman nitong Biyernes, Hulyo 24 laban kay dating House Speaker Martin Romualdez, dating Ako Bicol Party-list Representative Zaldy Co, at iba pa sa pagsasagawa ng preliminary investigation.
Ayon sa mga imbestigador, si Romualdez at si Co ay nagsabwatan para kamkamin ang ill-gotten wealth na nagkakahalaga ng P56 bilyon mula 2022 hanggang 2025 sa pamamagitan ng “transactions involving the diversion and misuse of public funds and the receipt of undue pecuniary benefits in connection with government dealings.”
Inakusahan ang mga ito ng plunder, graft, at direct bribery.
Samantala, inirekomenda ng panel ang paghahain ng impormasyon laban kay Romualdez para sa money laundering at indirect bribery.
“The newly discovered evidence supplements and corroborates the allegations in the Complaint concerning the delivery of large sums of cash to Romualdez,” saad sa affidavit.
Ayon sa mga imbestigador, itinatatag ng ebidensya na ang bahagi ng cash na inihatid ay mula sa “commitments” na nakolekta mula sa mga proyekto ng gobyerno.
Nakita rin umano sa ebidensya na ilan sa mga corporate entities ay ginamit bilang conduits para sa diversion at disposisyon ng public funds sa pamamagitan ng abuse of public office at paggamit ng dummies, nominees, at closely held corporations.
“These entities were used to acquire, hold, transfer, conceal, and obscure assets beneficially owned or controlled by Romualdez and his associates,” sinabi ng mga imbestigador.
“While Romualdez and Co exploited their official positions and influence over the national budget process to generate the illicit proceeds… Sereño, the Jane and John Does, and the other co-conspirators knowingly participated, by their individual acts, in the receipt, transport, delivery, concealment, and safekeeping of the enormous sums of cash generated,” ayon pa sa panel.
“Although their participation varied in character and degree, their acts collectively enabled Romualdez to amass, accumulate, acquire, and conceal ill-gotten wealth, rendering each of them equally liable as conspirators,” dagdag pa.
Tinukoy ng mga imbestigador ang testimonya ni dating Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo.
Kung wala ang kanilang mga public office at impluwensiya, ang mga commitment na inilarawan ni Bernardo at paghahatid ng mga cash sa mga ari-arian na iniuugnay kay Romualdez ay hindi magagawa.
Noong nakaraang linggo, sinabi ni Assistant Ombudsman Mico Clavano na ang Ombudsman ay nakatakdang maghain ng reklamo para sa preliminary investigation laban kay Romualdez at Co.
“After a thorough and painstaking investigation, the Office of the Ombudsman is set to file two separate complaints for preliminary investigation against former House Speaker Martin Romualdez, Mr. Elizady Co, and several others,” aniya.
Sa kaparehong linggo ay sinabi ni Ombudsman Jesus Crispin Remulla na malapit nang matapos ng kanyang opisina ang fact-finding investigation laban kay Romualdez.
