MANILA, Philippines – Naghain ang Independent Commission for Infrastructure nitong Lunes, Setyembre 29 ng initial referral nito sa Ombudsman kaugnay sa mga iregularidad sa maanomalyang flood control projects.
Ayon kay executive director Brian Keith Hosaka, nagpasa ang ICI ng interim report sa Office of the Ombudsman, na nagrerekomenda sa posibleng paghahain ng graft, malversation, and falsification charges laban kay Ako Bicol Rep. Zaldy Co at iba pang opisyal ng Department of Public Works and Highways patungkol sa pagkakaugnay ng mga ito sa P289.5 milyong road dike project sa Mag-Asawang Tubig River sa Naujan, Oriental Mindoro.
Ani Hosaka, ipinatupad ng DPWH Region IV-B ang flood management project sa pamamagitan ng contractor Sunwest Inc., na may kaugnayan kay Co.
Kabilang sa referral ang iba pang opisyal ng DPWH. Ito ay sina MIMAROPA Regional Director Engr. Gerald Pacanan, Assistant Regional Directors Gene Ryan Altea, at Ruben Santos Jr., at siyam iba pa.
Sa hiwalay na pahayag, ipinaliwanag ni Hosaka na batay sa mga dokumento at inspeksyon ng DPWH, nawalan ang pamahalaan ng tinatayang P63 milyon sa proyekto dahil sa mga substandard na materyales at hindi tugma sa required specification.
Ang steel sheet piles na inilagay para sa dike ay nasa 2.5 hanggang 3 metro lamang sa kabila na sa Detailed Engineering Design ng kontrata ay inoobliga ang 12-meter piles para rito.
Sinabi rin ng ICI na mayroong kakulangan sa documentation na susuporta sa progress billings, kasama ang ilang bayad na inaprubahan sa kabila ng mga nawawalang rekord. May pagkakataon din na may pare-parehong larawan ang ginamit para sa magkakahiwalay na billing.
“These circumstances may indicate lapses in project verification. Certifications by DPWH officials attesting to compliance with specifications and workmanship thus appear questionable and require further investigation,” dagdag pa.
Ayon pa sa ICI, bagamat nag-divest si Co, “reports suggest he may potentially retain beneficial ownership. The Commission underscores that additional evidence is needed to establish any definitive connection.”
“At this stage, the findings remain preliminary. The ICI has recommended that the Ombudsman evaluate whether potential violations may exist under the Anti-Graft and Corrupt Practices Act, Malversation and Falsification provisions of the Revised Penal Code, the Government Procurement Reform Act, and the Code of Conduct for Public Officials and Employees.”
“The Commission will be submitting further evidence, within 15 days. It emphasizes that it does not make categorical findings of guilt, and that responsibility for determining liability rests with the proper authorities. This interim report is intended to assist in ensuring accountability in infrastructure projects and in protecting the integrity of public funds,” dagdag pa.
Matatandaan na itinanggi ni Co ang alegasyon laban sa kanya kaugnay sa gusot sa flood control.
Sisiguruhin naman ni ICI na maihahain ang kaso laban sa mga sangkot sa maanomalyang flood control projects. RNT/JGC
