BAGUIO, Philippines – Binigyang-diin ng Department of Science and Technology (DOST) ang mahalagang papel na ginagampanan ng mga lokal na komunidad at mga inobasyon sa pagtataguyod ng disaster resilience sa bansa.
Sinabi ni DOST Secretary Renato Solidum na ang “smarter and more resilient Luzon” ay mangangailangan ng mas mahusay na pag-unawa sa lokal na impormasyon at teknolohiya, pagbibigay-kapangyarihan sa mga lokal na kaisipan, at suporta para sa mga lokal na solusyon para sa katatagan.
“We must shift from responding to disasters to reducing risks, managing vulnerabilities, and increasing capacities – involving all sectors, government, non-government, private industry and all Filipino general public,” saad ni Solidum sa Handa Pilipinas sa Bagong Pilipinas 2025 opening ceremony na ginanap sa Baguio City noong Huwebes.
“When local minds are informed, empowered, and equipped, they become heroes of their own stories of resilience,” dagdag ni Solidum.
Ipinaalala rin ng Kalihim ang panawagan ni Pangulong Ferdinand Marcos Jr. sa ika-4 na State of the Nation Address (SONA) na “embrace the principle of continuous improvement” sa mga tuntunin ng pagtugon sa mga panganib.
Samantala, binanggit ni Solidum ang mga pag-unlad ng teknolohiya at mga tool upang matulungan ang mga komunidad na maghanda nang mas mahusay, tulad ng GeoRiskPH, early landslide warning system Dynaslope, at agricultural sustainability project Smarter Approaches to Reinvigorate Agriculture as an Industry in the Philippines (SARAI).
Ibinahagi din niya na ang mga inisyatiba at proyekto ay binuo ng mga lokal na innovator at mga koponan upang higit pang tulungan ang mga pagsisikap sa pagtugon sa lokal na kalamidad.
“Let me emphasize this clearly, technology alone is not enough… Empowering local minds and recognizing that our people are not just beneficiaries, but also powerful agents of innovation,” ayon kay Solidum.
“These innovations remind us of a critical truth: communities are not just recipients, they can be co-creators of solutions… When we invest in local capacity, we unlock innovation. When we empower our citizens with knowledge, they become not only recipients of solutions but creators of change,” dagdag pa niya. RNT/MND
