MANILA, Philippines- Sa botong 185 pabor at tatlong pagtutol, lusot na sa huli at ikatlong pagbasa sa House of Representatives ang House Bill (HB) 10158 o ang pagtatatag ng Manila Bay Aquatic Resources Management Council (MBARMC) na syang ahensyang mangangasiwa sa water atfishery resources ng Manila Bay.
“The Manila Bay Aquatic Resources Management Council (MBARMC) will serve as the sole authority to manage, control, and supervise the Manila Bay. It will ensure that all plans, programs and initiatives to conserve the waters and fishery resources of Manila Bay are harmonized,” pahayag ni House Speaker Martin Romualdez sa naging pagpasa ng panukala.
“The bill aims to ensure the speedy, consistent and efficient adoption and implementation of programs by concerned government agencies and local government units over Manila Bay, in compliance with the writ of continuing mandamus issued by the Supreme Court,” giit pa nito.
Layon ng panukala na maayendahan ang Section 16 Article 1 ng Municipal Fisheries of Republic Act (RA) 8550.
Sa oras na maisabatas ang MBARMC ay bubuuin ito ng Secretary ng Agriculture; Secretary ng Environment and Natural Resources; Secretary ng Interior and Local Government; Secretary ng Human Settlements and Urban Development; Secretary ng Health; Public Works and Highways; Department of Justice; Chairperson ng Metropolitan Manila Development Authority (MMDA), Administrator ng Local Water Utilities and Administration; Governor ng Bataan; Bulacan; Cavite at Philippine Coast Guard.
Matatandaan na noong 2018 ay nagpalabas ng mandamus order ang Korte Suprema para sa paglilinis at rehabilitasyon ng Manila Bay. Gail Mendoza
