MANILA, Philippines – Isang panukalang batas ang inihain ni Agusan del Norte lone district Rep. Dale Corvera sa Kamara na nagbabawal nang pumasok sa government contracts ang mga opisyal ng gobyerno gayundin ang mga kamagh-anak nito.
Layon ng House Bill No.5222 o An Act Prohibiting Public Officers and Their Relatives from Entering into Government Contracts and Providing Penalties Therefor na inihain ni Corvera na tuluyan nang maiwasan ang “conflict of interest” lalo at maraming opisyal ng gobyerno ang sinasamantala ang kanilang posisyon sa gobyerno para pumapasok sa mga kontrata ng gobyerno.
“Through the measure, public officers, their relatives within four degrees of consanguinity or affinity, and business entities in which they hold substantial shares or beneficial interest are prohibited , from entering into contracts with the government” nakasaad sa panukala.
Sinabi ni Corvera na panahon na para tanggalin ang pansariling interes ng mga opisyal ng gobyerno sa kanilang trabaho.
“This bill is about restoring public trust and ensuring that government transactions are free from undue influence and self-dealing,” paliwanag ni Corvera.
“This proposed legislation sends a clear message: public service is a calling, not a business opportunity. By barring public officers and their close relatives to profit through government contracts, this measure ensures that those who serve do so with integrity—not for personal gain,”dagdag pa nito.
Para masiguro na masusunud ito, nakapaloob sa panukala na mapapatawan ng pagkakakulong ng isa hanggang 10 taon ang mga lalabag bukod pa sa multa na katumbas ng 50% ng kontrata na pinasok nito sa gobyerno. /Gail Mendoza
