MANILA, Philippines – INAPRUBAHAN ni Pangulong Ferdinand R. Marcos Jr. ang pagbuo ng inter-agency council na gagabay sa adopsyon ng Program Convergence Budgeting (PCB) approach para sa ‘livelihood at employment programs.’
Sa katunayan, sinabi ng Presidential Communications Office (PCO), na itinalaga ni Pangulong Marcos si Labor Secretary Bienvenido Laguesma para pangunahan ang inter-agency council para sa PCB.
“The creation of the council was proposed by the Department of Budget and Management (DBM) and was approved by the President during a sectoral meeting in Malacañang on Tuesday,” ayon sa PCO.
Tututukan ng PCB ang episyenteng pangangasiwa sa government resources sa mga mahahalagang programa at proyekto na iuugnay sa holistic approach sa iba’t ibang departamento at ahensiya.
“What we are trying to do is to cut out the duplications,” ang sinabi ni Pangulong Marcos ayon sa ipinalabas na news release ng PCO sabay sabing “I know there is a need for this. It’s just a question of getting it right.”
Titingnan naman ng PCB ang budget requirement para sa pangkabuhayan at trabaho ng mga benepisaryo upang walang mangyaring duplikasyon.
Samantala, nagsagawa naman ang DBM ng mabilis na assessment ng umiiral na ‘livelihood, employment, feeding programs, activities, and projects (PAPs) at propriety ng rationalization at integration na kahalintulad.
“Results of the rapid assessment pointed to the adoption of the PCB to rationalize various government livelihood and employment programs, as well as to avoid overwhelming a single focal agency in implementing employment and livelihood PAPs,” ayon sa ulat. Kris Jose
