MANILA, Philippines – Sinabi ni Pangulong Ferdinand Marcos Jr. nitong Huwebes, Oktubre 9 na patuloy itong makikipagtulungan sa pribadong sektor para mapabuti ang access ng mga Filipino sa murang gamot sa pagbibigay-daan sa mga lisensyadong pharmacists na mangasiwa ‘remotely’ sa mga botika sa mga lugar na kulang nito.
Ang pahayag ni Marcos ay kasabay ng ceremonial signing ng memorandum of understanding para sa Regulatory Sandbox Pilot Program for Flexible Supervision of Pharmacies.
Ang programa ay ipinanukala ng Private Sector Advisory Council Healthcare Sector noong Marso na naglalayong tugunan ang shortage ng 27,500 registered pharmacists sa pamamagitan ng flexible supervision mechanisms katulad ng telepharmacy at video supervision.
Bibigyang-daan sa pilot program ang mga lisensyadong pharmacists na mangasiwa ng iba’t ibang community pharmacies kahit malayo, sa mga lugar na kulang nito upang mapalawak ang kanilang maaabot nang hindi makokompromiso ang kaligtasan at quality standards.
“We launched a pilot program with our partners from the private sector to make it easier for Filipinos to buy medicine, especially in areas without a pharmacist,” ayon sa Pangulo.
Ipinaliwanag niya na sa pamamagitan ng telepharmacy, “one licensed pharmacist can now supervise multiple drugstores online.”
“The government and private sector are working together to bring faster service and safer, more affordable medicines to all,” dagdag ng Pangulo.
Ang MOU ay pinirmahan ng Food and Drug Administration (FDA), Professional Regulation Commission (PRC), at stakeholders mula sa pribadong sektor.
Katuwang ng Regulatory Sandbox Pilot Program for Flexible Supervision of Pharmacies ang FDA, Professional Regulatory Board of Pharmacy (PRB-PHA), at participating private sector pharmacies.
Sa ilalim ng MOU, ang FDA ang magbibigay ng regulatory guidance, mag-isyu ng kinakailangang clearance, at mangasiwa sa pagtugon ng participating pharmacies sa Republic Act 10918 o Philippine Pharmacy Act of 2016, na nag-oobliga ng isang registered pharmacist para sa bawat botika.
Ang pilot run ay mula 2025 hanggang 2027 sa posibleng mga pilot areas tulad ng Caloocan City, Manila, Abra, Ilocos, La Union, Camarines Sur, Quezon, Iloilo, Negros, at Misamis.
