MANILA, Philippines – Target ng Pilipinas na mabawasan ng 85% ang plastic pollution pagsapit ng 2040 sa ilalim ng bagong Philippine National Plastic Action Roadmap 2026-2040.
Inilunsad ng Department of Environment and Natural Resources (DENR) ang roadmap noong Biyernes bilang gabay ng national government, local governments, negosyo, komunidad at iba pang stakeholders sa pagpigil ng plastic waste sa pinagmumulan nito at pagpapalakas ng collection, recovery at recycling.
Ayon kay DENR Secretary Juan Miguel “Mitch” Cuna, magsisilbi itong blueprint para pag-isahin ang mga umiiral na target at programa, pag-ugnayin ang mga polisiya at matukoy kung saan higit na kailangan ang investment.
“Through this roadmap, the Philippines aims to reduce plastic pollution by 85 percent by 2040. Achieving this requires sustained action across planning cycles and administrations with clear milestones, measurable progress, and accountability,” ani Cuna.
Ayon kay DENR director Al Orolfo, sakop ng roadmap ang buong plastic value chain—mula product design, production at consumption hanggang collection, recovery, recycling at pamamahala ng residual waste.
“Well, achieving that [2040 target] requires, of course, action in the various phases of the value chain of plastic. Second, the behavior changes also across the system,” ani Orolfo.
Kabilang din sa plano ang paghimok sa mga producer na magdisenyo ng alternatibo sa mga produktong gaya ng sachet, na itinuturing na malaking bahagi ng plastic pollution, habang palalakasin ang partisipasyon ng informal waste sector sa pagkolekta ng recyclable materials.
Ayon sa DENR, 10 pangunahing outcomes ang gagabay sa target na 85% reduction—anim para sa pagbabago sa plastic management system at apat para sa governance, financing, data, technology at behavior change.
Layunin ng roadmap na magkaroon ng circular, inclusive, resilient at accountable plastics system pagsapit ng 2040. Magpapatuloy naman ang pagbuo ng detalye sa resources, responsableng ahensya at sectoral benchmarks para sa pagpapatupad nito.
Sinabi ni Roisin Greene ng Global Plastic Action Partnership na kabilang ang Pilipinas sa 25 national partnerships sa buong mundo. Binanggit din niya ang pagpapatupad ng Extended Producer Responsibility law at mga hakbang ng private sector laban sa single-use sachets.
Ayon naman kay UNDP Resident Representative Christophe Bahuet, hindi lamang environmental kundi health issue rin ang plastic pollution at kailangan ang pakikilahok ng buong lipunan.
“But let’s be honest, it’s also individual behavior. It is an awareness that we all need to have that plastic pollution is bad and we can all do something against it. So it’s not only a whole-of-government or whole private sector, it’s actually a whole-of-society engagement,” ani Bahuet. RNT/MDS
