MANILA, Philippines – Nagpaalala ang Philippine National Police (PNP) nitong Lunes, Disyembre 29 sa mga tauhan ng private security service providers (PSSPs) at private security professionals (PSPs) na bawal mag-inuman habang naka-duty o mag-report sa duty nang nakainom.
Ito ay ayon sa Memorandum Advisory No. 067-2025 na may petsang Disyembre 29 na inisyu ng PNP Supervisory Office for Security and Investigation Agencies (SOSIA).
Ang SOSIA ay nasa ilalim ng PNP Civil Security Group (PNP-CSG) at ang opisina nito ang nangangasiwa sa
mga PSP at PSSPs.
Inisyu ang memorandum bago ang pagdiriwang ng Bagong Taon na tumutukoy sa “recurring incidents” kung saan ang mga PSP, katulad ng mga security guard ay pumapasok sa trabaho kahit na nakainom. Masaklap pa anila ay may mga nag-iinuman din habang naka-duty.
“All PSPs are reminded to strictly adhere to the professional conduct and ethical standards mandated under RA (Republic Act) No. 11917 (Private Security Services Industry Act) and its IRR (implementing rules and regulations),” saad sa memorandum.
Tinukoy dito ang Section 236(6), Rule 52 ng IRR ng RA 11917, na nagsasabing “PSPs shall not drink intoxicating liquor immediately before and during their tour of duty nor use any dangerous drugs.”
Sa kaparehong IRR ay inatasan din ang mga PSP na “always endeavor to deserve and worthy of the trust and confidence of the agency they represent and the client they serve.”
Inatasan naman ng SOSIA ang PSSPs na “ensure that no PSP is deployed while under the influence of alcoholic beverages or prohibited drugs.”
“PSSPs must exercise strict monitoring and supervision over their personnel, as intoxication directly compromise alertness, judgment, and the safe performance of security duties,” ayon sa memorandum.
Nagbabala ang SOSIA na ang pagdedeploy ng PSP habang nasa impluwensya ng alak ay paglabag sa IRR ng RA 11917,at may kaukulang parusa na suspensyon ng isang buwan at isang araw, hanggang anim na buwan, o P500 hanggang P1,000 na multa. RNT/JGC
